PROBLEMS OF MARKET SURVEILLANCE

Local market inspection bodies are lacking the means to interact

and exchange important information quickly and in-time
Current market surveillance works
REGIONALLY - while markets are
organised INTERNATIONALLY and
companies operate GLOBALLY
Market surveillance needs CO-OPERATION !
Current Notification procedures (RAPEX, Safeguard Clause) are
not always efficient enough to fulfil all the needs of market
inspection bodies in practice

ICSMS, November 2009

EFFECTIVE MARKET SURVEILLANCE NEEDS ...

quick and in-time INFORMATION on market inspection and

surveillance measures conducted by other market inspection
bodies
a DATA BASE covering all non-conforming products in
circulation in Europe including up-to-date information on
products being TESTED
efficient co-operation with CUSTOMS authorities
an effective means to inform the PUBLIC about unsafe
products (requirement of Art. 16, revised General Product
Safety Directive)
