INTRODUCTION: The Study Brief

The study was conducted at a developing city, the city of San Fernando
Pampanga. As a developing city, it will experience emerging problems
such as congestion, environmental issues and crime. The researchers
focused into problem that is merely seen and experienced at the city,
congestion.
The study encompasses the identification of congestion generators and
attractor to identify solutions or action might be taken. Since detailed
measures and observations should be done in order to create a precise
information regarding to problem. Since the researchers have limited
time and personal limitations the study is conducted at one city.
Comparative study at other cities might be taken to be interesting, the
further research might be taken to study the impact of the project, and
as a basis this study may serve as reference.

There where many arguments regarding congestion, specially
traffic congestion, but do we all know what is congestion and
why this occurs. But what this word really mean, WHAT IS
CONGESTION?

The researchers used different instrument such as survey, observation and

interviews to include the local residents and city officials perception.

Sets of interview and observation is also recorded by the researchers

In addition the researchers also cited different studies, foreign and local to
support the study.
The gathered data from survey were treated through Microsoft Excel- a software
that functions as tabulator or encoder to have an accurate data treatment.
Each data treated were interpreted and analyze the way it will help the study.

investigation. Related to that effort, it became
necessary to reach an understanding about its
existing condition. To provide for the possibility that
additional solutions could be perceived, it was
important to develop an approach encompassing all
related issues and concepts involves in the city.

THE CONCLUSION:

This study was undertaken to understand the existing

conditions of transportation system and land use pattern of San
Fernando city encompassing the types and cause of congestion,
vehicular circulation, ongoing developments and economic
growth pattern of the city. It has also examined if dispersal of
developments will be an effective solution in reducing congestion
within the city center that came up to several questions. In line
with this, the study established a main goal in decongesting the
city center and to determine the appropriate approach, the
research sought to find answers from the developed research
questions.

It will boost up the economic activity at the city.
This will lessen the congestion at the city center, to be dispersed at neighboring
places, thus will result to decongested city center.
It will give a more efficient land-use pattern in accordance to the plan of the city
planning the dispersed infilling plan
Will create job opportunities to the local community.
Will improve the environment quality of the target place as is to be developed
adjoining the project proposal.
Will improve traffic condition of the city.
WEAKNESSES:
As the proposal to be developed, the proposal will be the start of urbanization at the
place that can add cost to the pollution cost at the area if the project is not
maintained.
As it will accommodate land area, it may reduce the agricultural land of the city.
