Wastes that can create fire under certain condition or are spontaneously
combustible.
Has a flash point of less than 60 degree Celsius
Corrosivity
Wastes that have pH levels less or equal to 2, or greater or equal to 12.5
Capable of corroding metal cointainers such as storage tanks, barrels, and
drums
Reactivity
Reactive wastes are unstable under "normal" conditions. They can cause
explosions, undergo violent reactions, generate toxic fumes, gases, or vapors
or explosive mixtures when heated, compressed, or mixed with water.

Penalties
Administrative Violations and Fines. In all cases of violations under Section
41 of these Rules and Regulations, the Secretary is hereby authorized to imposed
a fine of not less that Ten Thousand Pesos (PhP10,000.00) but not more than Fifty
Thousand Pesos (PhP50,000.00) upon any person or entity found guilty thereof.
Criminal Offenses and Penalties
Every penalty imposed for the unlawful importation, entry, transport,
manufacture, processing, sale or distribution of chemical substances or
mixtures into or within the Philippines shall carry with it the confiscation and
forfeiture in favor of the Government of the proceeds of the unlawful act and
instruments, tools or other implements including vehicles, sea vessels and
aircraft used in or with which the offense was committed, chemical substances
so confiscated and forfeited by the Government at its option shall be turned
over to the Department of Environment and Natural Resources for safekeeping
and proper disposal.

What is CCO?
CCO
CCO means Chemical Control Order.
It is a policy instrument used by the DENR to
prohibit, limit or regulate the use, manufacture,
import, export, transport, processing, storage,
possession and wholesale of priority chemicals that
are determined to be regulated, phased-out, or
banned because of the serious risks they pose to
public health and the environment.
