BACKGROUND OF SOCIAL
PROTECTION IN GHANA
Over the last few years, social protection
policies and programmes have received a lot
of emphasis in Ghana:

To address issues of poverty,


vulnerability and exclusion.
To meet the objectives of the MDGs, and
now the SDGs; and other national and
international legal and policy objectives.

Cabinet Memorandum ,
2014
In order to enhance the effectiveness and
efficiency in coordination of SP programmes
in Ghana, cabinet in 2014 approved a
memorandum which required:

Protection Committees

RSPCC: The RSPCCs monitor and coordinate


SP activities at the regional level.

DSPC: The major duties of the committee are;


i.
To facilitate the formation of the Community
Committee in each selected committee
ii.
Organize and conduct training the training
of the Community Committees members
iii. Report on social protection activities at the
district level

The rationale for CSPCs:
To achieve improved outcomes for SP
interventions.
To improve access to and utilization of social
services.
To increase community engagement
meaningful and effective involvement of all
actors.

Effectiveness and sustainability


of CBSPCs
1. enabling community actors

The DSPCs - facilitate the formation of the
CBSPCs within the selected communities.

Composition of CSPCs

The composition of CBSPCs is made up of :


Community Assembly person
Rep. from Community Health Center
GES staff- Secretary
Reps. of Traditional Authorities within the
community(Man and Woman)
Women Group Rep.
Youth Representative
Agric Extension Officer
Rep. CSO/CBO

Functions of CSPCs
The functions of the CSPCs are:
Undertake comm. Sensitization on SP
Undertake identification of eligible households
Assist enumerators in household identification
and listing during the Proxy Means Test data
collection
Assist in the enrollment onto SP interventions
Assist in monitoring Co-responsibilities
compliance by beneficiary households e.g.
Renewal of NHIS cards.

Effective strategic
approach

Collaborating effectively with the District


Health Management Team and officers
within the various CHPS compounds to
facilitate an effective targeting of
beneficiaries for enrollment.

Development of CBSPCs to
strengthen systems
ToRs and guidelines developed for
CBSPCs.
Training manual developed
Workplan and budget for three (3) districts
have been developed.
Ashaiman,
LEKMA,
Kassena Nankana and Bolga
Formation of CBSPCs in the above districts

Forward

The Ministry in consultation with the Local


Government Service Secretariat will soon
come out with an agreed date for the
training and inauguration.
