project

instrument which is used to contribute to
the achievement of a larger goal (e.g: A
programme) which will in its turn support
the implementation of a broader policy
A project should

Planning phase
Purpose: Assess the main objectives and

priorities, thus, provides a relevant and


feasible programming framework
Involves an analysis of the process of setting
broad national/regional/ sector policy
objectives at the global/overall level to identify
the problems, constraints and opportunities

Identification phase
Identify project ideas that are consistent with

the national framework, strategy, programs


(if existing) and partner development
priorities;
Assess the relevance and likely feasibility of
these project ideas consulting stakeholders
(beneficiaries in particular) and other sector
partners;
Assess the possibility of overlapping
Prepare a project identification document

Formulation phase
Focus on designing and developing the

concept of the project/program


Testing its logic and feasibility technically,

socially and environmentally

Financing phase
Identify the budget allocation
The contractual obligation between the

funding agency and the implementing agency


will be examined

Implementation phase
Doing the right activities to respond to the actual

needs of the beneficiaries


Involve outlining the stages of implementation with
emphasis on what needs to happen in the 3
important stages of inception, operational and
phase out
The practical preparations of the project teams at
different levels; setting up logistics and purchasing
new equipment; introducing the project to the
people, the media , monitor the project progress.
The projects planning established during the
formulation phase may need to be updated
