•Heterogeneous ICT infra-structure

•Duplication and lack of coordination in the utilization of resources

•Isolated networks

•Lack of integration among governments (low systems integration)

•Increasingly concern about information security

•Size of the IT Department in the government agencies = 1,7% (also private

companies)

•Increasing use of outsourcing (although less than in the private sector)

•Software development mostly still inside the public agencies

•Free software paradigm

Responsibilities and Challenges

•Identify a sponsor for ICT initiatives inside the government


•Integrate systems
•Centralized Citizen Relationship Management (CzRM) system
•GRP implementation
•Government Integration (levels and powers) thru ICT (Ex: INFOSEG)
•Promote the “digital inclusion” (condition to e-Gov)
•Fight daily against technology obsolescence
•Overcome budget and financial restrictions
•Evaluate customer satisfaction
•Calculate the return of the investments in ICT and e-Gov
•Deal with political environment (4 years time window)

Responsibilities and Challenges

•Public sector inefficiency (bureaucracy and social role of the state)

•Decide when to develop and when to outsource ICT activites

•Manage people

•Establish technical standards (interconnectivity)

•Participate in the government’s decisions and projects (align IT with the

business) – Think ICT strategically!

•Motivate the business people inside the government to have leadership in

projects using ICT intensively (CIO is not the owner of the application!)

Challenges to Implement e-Government in Brazil

•Organizational reform of the governments (redesign the processes to be

citizen oriented)
•Political will and determination
•Low utilization of computers and Internet (Train internal staff and people in

general!)
•Low interoperability of the information systems
•Disparity among agencies’ ICT infra-structures
•Regulation not adequate to the digital world
•Lack of awareness of the importance to invest in ICT
•Huge digital divide

Challenges to Implement e-Government in Brazil

•Overcome the political and personal resistances

•Obtain the commitment of the government board

•Priority to implement the rights and not the duties (citizens and enterprises)
