THE HOSPITAL

REFORMS

INTRODUCTION
Hospital system was considered an integral
part of health care delivery system. However,
despite the presence of a few modern medical
establishments in Metro Manila, there are
several areas in the present set-up of
government hospitals that needs reforms. First
in line that needs utmost reforms are the
provincial and district hospitals.

Reforms causes a huge amount of money from


an agencys budget. It is needless to say that
hospital care is the most expensive component of
health care. Strategies were presented to help the
reform of our hospital care:

1.) Parallel and rational revitalization of


provincial and district hospitals together
with regional and national hospitals. The
revitalization of provincial and district hospitals
indeed needs tremendous human resource
development. Hence parallel to the revitalization
approach is the strengthening and upgrading of
staff and establishments of specialty centers.

2.)Expansion of regional and national


financing system. This includes putting
up of mechanisms that allow government
hospitals to collect, retain, and allocate
revenue-generating activitities.
3.) Conversion of government
hospitals into government
corporations. This will entail
tremendous studies and most logically,
the conversion should be done by phase.

4.) Expansion of hospital


networking and patient referral
system. Sharing of expertise,
facilities and equipment and other
resources between national and local
and between government and private
facilities should be encouraged and
that the same set of standards will
govern all hospitals.
