Material Certification Reviewing

Training Course

I. Definitions.

MTC known as either Material Test Certificate/Mill Test

Certificate/Material Certificate/Mill Certificate/ Inspection
Certificate.
Heat Number/Cast Number: designated by the Mill and
intended to identify traceability of the starting material or raw
material, Heat No expressed as a chemical composition and
mechanical property.
MTC reviewing will be taken prior to the material receiving to
verify therein material properties are in accordance with
applicable code/standard and subjective project specification.
(Piping class specification, piping fabrication specification,
specification of structural steel material)

II. Check List

Based on applicable project specification and material standard, Reviewer might
prepare a check list in order to review MTC conveniently.
1 . Type of material test certification (EN 10204 type 2.1 or 2.2, 3.1or 3.2).
2 . Material standard /grade and supplementary standards (ASTM, API, JIS or DIN,
NACE).
3 . Chemical composition requirement, Carbon equivalent CEQ/PCM, PREN value.
4 . Goods description (Dimension, type of product)
5 . Mechanical properties requirement (Yield strength, Tensile strength, Elongation,
Hardness, Impact test.)
6 . Special requirement for piping material: pitting corrosion resistance test (ASTM
G48), micrographic examination requirement, steel making process ( AOD or VOD)
7 . Special requirement for structural steel material: Through thickness test, CTOD,
Grain size, steel making process (TMCP, hot rolling, TCP)
8. Heat treatment requirement, Manufacturing process, Country and original source
requirement.
9 . NDT requirement
10 . Other requirements: Hydro test, PMI

14. Sample checklist

Check list for piping material.
Checklist for structure.pdf.

1. Type of material certification (EN 10204 type 2.1, 2.2, 3.1or 3.2).

2. Material Specification and Grade

A. For Structural steel material:
API 2W Gr. 50LSZ Type II

EN10025 S 355 J2 Z35 + M

Z: Through thickness requirement S5/ API 2W

LS: Low sulfide requirement S4/API 2W
50: Specified minimum yield strength (KSI)
S: Structural steel
355: Specified minimum yield strength (MPA)
J2: Impact test (CVN) average minimum 27J at -20o C
Z35: Minimum reduction area 35%

B. For piping material:

A240 SS316/316L
A312 TP316/316L
A182 F316/316L

Specification A240 for plate,

Specification A312 for tube/pipe,
Specification A182 for forging products.

UNS316/316L: dual properties, chemical composition requirement as per UNS316L (C 0.035%)

, mechanical properties as per UNS 316 (YS and TS both are higher UNS316Ls )
The unified numbering system (UNS) is an alloy designation system widely accepted in North
America. It consists of a prefix letter and five digits designating a material composition. A prefix of S
indicates stainless steel alloys, C for copper, brass, or bronze alloys, T for tool steels, etc.

3. Chemical composition Requirement

Chemical composition is major point need to be verified while reviewing

MTC
Major alloys to be verified for CS material are C, P, S, Al.
Major alloys for SS and duplex are Ni, Cr, Mo, N.
If mill cert does not specify the CE/PCM/PREN equivalent. The reviewer
must calculate as per following formula:

CE/PCM is to verify weldablity of carbon steel.

PREN is to verify pitting corrosion resistance of stainless steel.

5. Mechanical requirement

Yield strength, Tensile strength, Hardness, Elongation, Impact test need to be verified as per
subjective project material specification and corresponding material standard
Testing temperature
For Impact test requirement,
Absorbed Energy (average and individual )
Specimen sampling location.
Reviewer need to check:
Size of specimen (temperature reduction if any refer to
ASME B31.3 for piping material)
Number of specimens
Hardness requirement ( For piping material)
To make sure piping material is in accordance with NACE MR-0175 requirement. Its depending
upon material grade and heat treatment condition, For example:

5. NDT requirement and Through thickness test

(applied for structure steel and pipeline)
Reviewer need to check what kind of NDT method to be applied on material (UT,RT, MT), testing
percent/frequency.

Standard for apply NDT.

For structure steel: AWS D1.1, EEMUA 158
For piping material: ASME V
For pipeline: API 1104, DNV OSF 101
Reviewer need to confirm whether thought thickness test or Z-test is required for material or not. As per API
standard (API 2W, API 2H) these requirements are supplementary.

8. Country and original source of material

Original source of material normally is specified in material

specification.
For structure primary steel and piping normally require
material from G20 country
For duplex stainless steel normally require material from G9
country

9. Manufacturing process for material and Heat treatment

requirement.

Manufacturing process of material must be verified by reviewer.

Steel can be made by Basic oxygen, ,electrical arc furnace or electric
induction furnace.
Method of refining: argon oxygen decarburizations or vacuum oxygen
decarburizations.
Method of rolling: hot rolling or thermo control rolling.
Method of bending: hot induction bending or cold bending.
Method of welding (welding process): SMAW, GTAW, GMAW or Flux core
Reviewer need to confirm what kind of heat treatment to be applied for
material (quench, normalize, annual..) as per corresponding material standard.
Most steel for piping is required to be normalized prior delivery.

10. Other requirements.

End bevel requirement (type of bevel, angle).

PMI requirement (applied for SS)
PREN number (for SS).
Macro/micrographic.
Testing frequency (applied for production test)
WPS requirement applied for welded tubular (AWS D1.1,
EEMUA 158, API 1104 or DNV).
Hydro test pressure, holding time.

Thermo- Mechanical Process Control

Defined as API 2W

EL (elongation)=0.002Ts0.064Tf0.086Tc+0.325Vc+121.8

where
Ts, : Starting rolling temperature (C),
Tf : Fianl rolling temperature (C),
Tc : Final cooling temperature (C),
Vc:Cooling rate (C s1).
