• … a person who has possession of a new enterprise,


venture or idea and assumes significant accountability for
the inherent risks and the outcome. The term is originally a
loanword from French and was first defined by the Irish
economist Richard Cantillon. Entrepreneur in English is a
term applied to the type of personality who is willing to
take upon herself or himself a new venture or enterprise
and accepts full responsibility for the outcome. Jean-
Baptiste Say, a French economist is believed to have coined
the word "entrepreneur" first in about 1800. He said an
entrepreneur is "one who undertakes an enterprise,
especially a contractor, acting as intermediatory between
capital and labor. "

differences, not in their personalities, but in term of
the type of the businesses they set –up, and the
country they work in.
Western entrepreneurs lead the economy of their
countries; some of them become famous through their
wealth and business success.
What makes their work easier is that western banks offer
them the possibility to get short and long term loans
with low interest rate in comparison with Moroccan
banks. Western banks can also give loans without
strong warranties, so that western entrepreneurs have
the ability to make good strategies that help their
businesses to shift from small to large ones and
operate world wide.
Western entrepreneurs get also the help from
their own government. Western government
is launching many programs in order to help
entrepreneurs, support young entrepreneurs,
invest in recognizing woman entrepreneurs
and provide help for entrepreneurs with
disabilities.
However, to finance their business, Moroccan
entrepreneurs need loans, but the Moroccan
banks do not take risks, they do not give loans
if you do not have warranties.
That is why many entrepreneurial businesses
concentrate on low capital, based on personal
saving, and thus low added value activities,
Moroccan entrepreneurs also suffer from many
difficulties such the time consuming
administrative paperwork, corruption and the
lack of support.
Most of the Moroccan businesses are micro to
small, they are totally different from large
companies, because they can not raise capital in
the same way that a large companies can.
Moroccan micro to small businesses operates in
single market or limited range of markets, they
must have a quick pay off, and therefore
decisions making in short term. In addition, they
can not build a close relationship with customers,
because, they can not afford to adopt expensive
advertising as well as promotion campaigns.
• Nowadays, we can see that the Moroccan
government starts to encourage entrepreneurs,
especially, the ones who want to set up small
businesses and have a good business plan
through the program of ‘’Moukawalati’’, which
helps and finances their business. ‘’Challengers’’
is also a good program to find out Moroccan
entrepreneurs who come up with new ideas.
Through this program, Moroccan entrepreneurs
can have partenership or sign contract with many
companies or investors that may help them to set
up their businesses.
In addition, there is another organization in Morocco
called ‘’IntEnt’’ which has been created in 2007, it is an
independent organization with Moroccan rights. This
organization provides the following services:
- Advising starting entrepreneurs during the creation of
their companies in Morocco.
- Give training in specific areas.
- Refer starting entrepreneurs to the right agencies.
- Take care of the match making between companies.
Moreover, the Moroccan government put sometimes
tariffs in order to protect Moroccan entrepreneurs and
the infant industry from the external competition, but
all these procedures and programs are not enough to
help and encourage the Moroccan entrepreneurs in
comparison with Western ones.
