Background
Bogambara prison is situated in the city of
Kandy in the Central Province and was built
in 1876 by the British Ceylon Government.
The Bogambara prison is being shifted to an
open prison constructed in Pallekele
The newly constructed prison will be able to
hold up 2500 prisoners
The project cost is approximately 60 million
rupees

Externalities

Positive:
Better infrastructure facilities compared to the
previous prison
Kandy residence will feel much safer
The local area might have a chance of development
due to free or less wage employed by the prisoners.

Negative:
Residents of the new area will feel more insecure
As it is suppose to be a secure facility for inmates,
there is an opportunity cost of creating a revenue
generation to the economic development.

Issues of The Policy

Away from emergency facilities such as;

Medical care
Fire and safety departments

Isolated and under developed area which

can make the prisoners escape easily and
make them fall ill.

Conclusion &
Recommendation

Prison inmates should also be taken care as like as

same human beings of a society by providing the best
medical services.
Effective transportation from and to accessible location.
Tracking devices on the prisoners of suspicion for
further safety.
Creation of good relationship between the prison
officers and inmates in order to achieve the main
objective of custody, care and correction and thereby
improve the job satisfaction of the officer.
Build up positive attitudes among officers and regulate
the welfare of the prisoners, utilizing their productivity
of labour for the benefit of the country.
