Disaster

Mission
Works to improve the quality of life among disaster-prone
communities through optimal utilization of resources. Using a
rights-based approach, Doaba seeks to build capacity of
communities,
focusing
on
vulnerable
groups,
for
community-led disaster risk management, incorporating
the same in programmes of sustainable development
intervention. Doaba expands its influence through strategic
partnerships and policy interventions.

Why DRR Project in Bhakkar

Generally in Southern Punjab and particularly


in district Bhakkar, the floods of 2010, 2011,
2012 and in monsoon 2013 have shown very
low
resilience
and
poor
response
mechanisms especially among the rural poor,
government and other actors. Besides this,
during implementation of early recovery
activities in response to previous disasters, it
has been observed that local communities
and district authorities have less knowledge
and
information
about
disaster
risk
management/reduction

Key Objectives of Project DRR in District Bhakkar

To increase disaster resilience of vulnerable communities


through raising awareness and increasing preparedness
and response capacities of local communities, CSOs and
authorities on DRR in district Bhakkar.

Challenges Faced- Bhakkar


Reactive approach of local government and district administration
Drought prone areas are not considered at risk of disaster by local

stakeholders e.g. government, CSOs


Climatic variations: extreme climatic variations vs tradition methods

Political situation remained uncertain: local, provincial and at national
level
Tribe system
Advance technology (GIS, Engineering, ICT, Geo-knowledge, water

Lessons (Re)Learnt
Community awareness on government schemes, budget and plans at local

level, creates confidence among community thereof it results effective


pursuance of common benefits from government
Short term approach should be replaced by longer term approach for resilience:
consistency, outcome based, community and government ownership
Information decimation is becoming easier but through adaptation of
appropriate IT
Intervention which has maximum potential to reduce peoples risk to lives and
assets, people are ready to adopt and replicate
Combination of local wisdom with advance technologies and new ideas,
reduces the cost and time for DRR measures e.g. EWS, VCA
Risk knowledge based interventions particularly by government departments
and communities have more results in saving peoples lives even in
emergencies
Weather is becoming major factor for climate variability and disasters in the
context of Punjab and Pakistan
Communities awareness and skills in procedural steps of government schemes
could enhance mainstreaming DRR into public schemes by government

Scale up CBDRM Program in more vulnerable 500 communities

with special focus on marginalized communities (Socially,


politically and financially)
EWS system development, validation and replication in 3 districts
of Punjab
DRR local based planning as part of 4 districts level DDMPs: Multihazard assessment based
EWS model replication at local level in 3 districts, and scientific
validation by relevant institutions for large scale replication.
Regular reviews' and monitoring on NDMS: Policy making,
planning at local level, budget allocation, community participation
Promotion of CSOs in Southern Punjab: Common issues
identification, resource sharing in difficult time, knowledge
management and promotion of learning & sharings culture
