Aecom have held a number of meetings with the Saudi Electrical Company (SEC) in
attempts to establish and identify any:-

Binding obligations with regard to presentation of design outputs or calculations.

Client obligations with regard to notifications

Relevant design standards

Relevant equipment standards

Commitments regarding inspections prior to energisation

The outcomes can be summarised as follows:-

The developer will be responsible for the installation and maintenance of their MEP
infrastructure on the consumers side of the Network.

For projects requiring a load in excess of 16mVA, SEC do not give guidance on
requirements for installation and will not be approving the installation on the consumers
side.
(There are no guidelines for the service within the plot and there is no requirement for
SEC approval of the design).

The interface point will be at the HV switch within the grid station. The 13.8kV cables
will be coordinated up to this point only.

SEC have advised that they will not review the design and will not undertake any
inspections of the installed works. Page 10

SEC advised that they would only be responsible for the design up to the grid station.

Once the grid station is energized that the ownership will pass to SEC and no access will
not be provided to KKMC.

The design on the consumer side should incorporate switchgear in order to isolate part of
the network for maintenance or emergency purposes

SEC advised that the cable distribution within the site will be owned and need to be
maintained by KKMC.

Critical Branch

The Critical branch of the emergency system shall supply power for the following lighting, power
outlets, and equipment:

Task illumination, selected power outlets, and fixed equipment in critical care areas that use
anesthetizing gases
IPS systems in special environments
Task illumination and selected power outlets in patient care areas
Additional specialized patient care task illumination and power where needed
Nurse call systems
Blood, bone, and tissue banks
Telephone equipment rooms and closets
Task illumination, selected power outlets, and selected power circuits for general care beds

Life Safety Branch

The life safety branch of the emergency system shall supply power for the following
lighting, power outlets, and equipment:
A. Illumination of means of egress
B. Exit sign
C. Alarm and Alerting Systems
Fire alarms
Medical gas alarms
Building automation systems where required for life safety
D. Communication Systems Where used for issuing instructions during emergency
conditions
E. Generator and transfer switch locations
F. Generator set accessories
G. Elevators Cab lights, control, communications and signal systems
H. Automatic Doors Used for building egress

(Everything that you need to allow safe evacuation of building if mains power is lost).

Equipment System

The equipment branch shall be installed and connected to the alternate power source such that the
equipment can be automatically restored to operation at appropriate time-lag intervals following the
energizing of the emergency system or manually restored to operation.

Equipment that must be arranged for delayed automatic connection to the alternate power source
includes the following:
Central suction systems
Sump pumps and other equipment required to operate for the safety of a major apparatus,
Compressed air systems for medical and surgical functions
Stair pressurization and smoke control systems
Kitchen hood supply and exhaust systems if required to operate during a fire in or under the hood
