persons, more or less numerous in
number, permanently occupying a
definite portion of territory,
independent of external or foreign
control, and possessing an
organized government to which the
people render habitual obedience
and respect.
Essential Elements
of the State
PEOPLE
refers to the mass of
population or community
of people living within the
territorial boundaries of
the state.
TERRITORY
refers to the terrestrial,
fluvial, and aerial domain
of a state.
GOVERNMENT
is the agency through
which the will of the state
is formulated, expressed
and carried out.
SOVEREIGNTY
is the supreme, legal
and final authority of
the state
