Global Background of TVE
 TVE plays an important role in developing countries –
industrial sector (construction and production).
 TVE began in France in the 1800s.
 TVE provides skilled and semi-skilled workers to build
the nation through the industrial sector based on:-
1. Agriculture
2. Maritime
3. Earth’s natural resources

National Vocational Training Council (NVTC) under


Ministry of Human Resource is responsible for the
implementation of skill programmes until today.

British Colonisation

 Malay education system focused on religion.


 Pupils had to recite the contents of the Islam
holy book, Al-Quran, under the guidance of
religious teachers in mosques or pondoks.
 Seekout knowledge that is beneficial for
humankind
 Learning was in the Malay medium
 While the curriculum was rural bias
 Education means the preservation of the Malay
cultural values and economic
 Provided practical skills – better farmers and
fishermen
 Available to the elementary level only
 The arrival of British colonialists, religious
educational system was replaced with
vernacular educational system.
Historical Development of TVE During
British Colonisation

 VernacularMalay Education was introduced in


1786 to 1941.
 TheBritish set about creating an environment for
economic expansion
 The British introduced the educational system to
the State Settlements to ensure people under
their governance received education as shown
in Figure 4.3
• Cooperation between Blundell and the DYMM Temenggong
Johor in 1856
• 2 malay vernacular schools - Gelam and Teluk Belanga,
Singapore
• Local people and religious teachers in Penang & Malacca
strongly rejected the Malay vernacular schools – no Islamic
subject

• The Prai Deputy Magistrate (AM Skinner) built a Malay


vernacular school – included the Islamic Religion as a subject

• In 1913, 189 Malay vernacular schools were built all over the
State Settlements and Federated States.

• In 1938, there were 1169 Malay vernacular schools all over


Malaya.
