Definition the concepts
of safety management
Safety Management is defined as
the systematic management of the risks
associated with
business operations and activities
to achieve high levels of safety
performance
Objectives of safety management

To facilitate consultation and


cooperation in the workplace
aimed at ensuring the safety and
health of employees.
Health and safety objectives are
defined as the goals in terms of
H&S performance that an
organisation sets itself to
achieve and should be
quantified wherever practicable.

The
establishment
of safety and
health committee
Section 39(1) OSH Regulation 1996

Designation of committee members:

39(1) An employer or contractor who is


required to establish a committee shall:

(a) in designating the members:

(i) select persons to represent the


employer or contractor on the committee;
and

(ii) ensure that there is a sufficient number


of members representing workers on the
committee to equitably represent groups
of workers who have substantially
different occupational health and safety
concerns;

(b) designate members for a term not


exceeding three years.
Composition of safety
and health committee
The composition of the Safety and Health Committee shall be as
follows:
Chief Executive Officer
Manager Human Resources
Principal Supervisor (Parks Services or Engineering Services)
An adequate number of Occupational Safety & Health representatives
having regard to the size of the workforce, number of issues and
competency of representatives.

The Occupational Safety and Health Committee meetings shall


be held at least every three (3) months in order to comply with
the Act.
If any of the aforementioned persons are unable to attend, a
competent substitute must be arranged.

Note corrective action taken by the employer
arising from reports received from h & s reps
Make recommendations to the employer on matters
affecting the h & s of employees
Discuss incidents/accidents that occurred at the
workplace and recommend corrective action
May also report to an inspector
Keep minutes of meetings and recommendations
made to the employer

Define the scope of work


Missions are translated into work, expectations are set, tasks are identified and
prioritized, and resources are allocated.

Analyze the hazards


Hazards are associated with the work identified, analyzed, and categorized.

Develop and implement controls


Applicable standards and requirements are identified and agreed-upon, controls to
prevent/mitigate hazards are identified, the safety envelope is established, and
controls are implemented.

Perform work within controls


Readiness is confirmed and work is performed safely.

Provide feedback and continuous


improvement

The roles of the
safety
management
The roles of the management

Ensure meetings are conducted;

Recommend financial decisions within


budgetary constraints;

Report to the employees regarding issues


of concerns or matters discussed;

Report status of previous decisions and


recommendations to other employees;

Advise on safety issues within the


constraints of the Act;

Follow up to ensure that issues raised at


meetings receive necessary
consideration;

employees at all meetings;

Display a work ethic conducive to safe


work practices;

Listen to any concerns raised by


employees in a compassionate, caring
and accepting manner, whilst ensuring to
take notes or ask appropriate questions;

Report any unsafe work practices to the


appropriate manager or supervisor;

Notify the manager or supervisor of any


occupational health or safety concerns of
employees as soon as practicable.
Safety management policy
Top management should ensure that the
stated policy:

a)is appropriate to the organization

b)includes a commitment to comply with all


relevant requirements and continually to
improve the effectiveness of the
management system

c) provides a framework for establishing and


reviewing objectives

d) is communicated, where appropriate, and


is understood within the organization, and

e) is reviewed for continuing suitability

Be generically applicable world-wide, e.g. ILO/OSH 2001

Use common terminology

Use the same definitions for similar terms

Use a common methodology - where this is possible

Have a common architecture

Allow a consistent auditing approach

Facilitate ease of use for those adopting them

Who needs training?

- Targetnew hires, contract workers,


employees who wear PPE and workers in high
risk areas. Managers and supervisors should
also be included in the training plan.

- Manager training should emphasize their


important role in visibly supporting the safety
and health program and setting a good
example.

- Supervisor training should cover company
policies and procedures, hazard detection and
control, accident investigation, handling of
emergencies, and how to train and reinforce
training.

- Long-term workers who have job changes as


a result of new processes or materials.

- The entire workforce needs periodic refresher


training in responding to emergencies.
