Waste Tire Workgroup Update

Waste Tire Direct Grants

Currently issuing $4,000 to counties in compliance and good standing.

FY 2016 -106 applicants totaling $424,000 in grant funding.


Offsite Collections
Meade County Estimated 30,000 tires.
The Meade County site tires are scatted in and around two ravines.
*Estimated remediation date: Summer 2017
**Rural farm Land, no residence within mile.

Spencer County Estimated 10,000 tires.


The Spencer County tires site is approximately three miles from the city of
Taylorsville and just off of the highway. Access to this site should not be an issue,.
However the tires have been there for some time and the forest has taken root
in and around them. Remediation will require removal of trees and significant
undergrowth.

Estill County 30,369 Passenger Tire Equivalents (PTE) Completed.


The Estill County tire site, also known as the Johnny Riddle tire site, is located on
a rural road outside of Irvine Kentucky. Narrow roads, extreme inclines and an
adjacent open dump made access difficult to this site. Permission was obtained
to access the site from adjacent property owner and a roadway was constructed
in the fall of 2015. Weather conditions hindered the removal of approximately
75% of the tires. Estill County obtained an open dump grant to clean the dump
and will be moving the remaining tires to a staging area for removal by Liberty tire.

Offsite Collections
Whitley County Estimated 6,000 tires.
The Whitley County tire site known as the Canoe Branch tire site was reported by the
Whitley County Solid Waste Coordinator in February 2016. The property is located
approximately six miles from the City of Corbin Kentucky. The actual tire pile is just over
a bluff approximately 500 ft. from the shore line of Laurel River Lake. Access to this site
will require modification of at least one intersection and trees either removed or trimmed
back to allow contractor equipment to be transported to the site. Whitley County officials
were still in the process of making the required modifications as of April 2016. Modification
of the property entrance will also be required, however the owner of the property will be
making those modifications. Once access is obtained, removing tires from this site should
not be a problem.

**Rural farm land with multiple residences within mile radius.
Offsite Collections
Breckinridge County Estimated 10,000 tires. The Breckinridge tire site was reported during
the countys state funded spring 2016 waste tire collection event. The Louisville Regional
Office conducted a pre-inspection shortly after the initial report and found that the owner
had recently passed away and that ownership of the property was being contested.
Information regarding accessibility and eventual removal of the tires is pending.
