AgRIS Issues & Concerns

The input-output policies of


government, improved marketing
network, rural connectivity and
development of infrastructure played a
significant role in increasing the
productivity.

But with the expanding population,


shrinking basic resource of land, and the
need for improving living standards, this
development simultaneously caused
natural resource degradation.
AgRIS Issues & Concerns

 States have moved uni-directionally, which has


 raised concerns on sustainability, food &
 nutritional security and clean environment, which
 have become issue.
 The fallouts are:
 Over exploitation of natural resources,
 Poor health of natural resource system
 Factor productivity declined – imbalanced use of
 fertilizers,
 Soil degradation. The deficiencies have entered
 in food chain (soil-plant-animal-human)
 Water and environmental pollution
 Profit margin leveled of – farmers in distress.
How to Address these problems ?

What to produce?
How much to produce?
Where to produce?
– should be decided on the basis of
natural resources (soil, water climate
etc.).
To grow everything, everywhere is
against the philosophy of sustainability.
There is a need to bring requisite
changes in the agricultural policy
planning.

 There is a need for sustainable


agriculture development by following an
integrated approach, which requires the
integration of resources, technologies,
and economic & social factors
 The sustainable agriculture aims at

meeting the needs of the population


without degrading the environment.
 This task requires area/location-based

information for effective location


 specific decisions for which the planners

can use the GIS technology effectively

crop husbandry, animal husbandry
and water resources
in the same piece of land
not only meet the varied needs of
the farmer such as food, fodder,
milk, and fuel
but also helps sustain agricultural
productivity.

the soil, crop rotation, thousands of
kinds of seeds available, fertilizers and
pesticides,
the weather, water table, animal
husbandry and feed,
package of practices, price and political
situations, enabling to decide
what crops to grow ?
and which animal to raise?

• One of the emerging challenges for


sustainable agriculture is to recognize
the power and uses of ICT and to
effectively use it for improved farm
production.
• Department of Agriculture and
Cooperation, Ministry of Agriculture,
Government of India has selected Rohtak
of Haryana as one of the pilot district
• NIC has been assigned the responsibility
for establishing ICT based Agricultural
Resource Information System (AgRIS).
Approach for AgRIS

Training of rural youth (men & women)


in primary grading, processing,
packaging, and value addition as the
demand for processed and value added
foods is on rise and will continue to rise.
We need to analyze the limiting factors
and need a well planned and long term
programmes supported by favorable
policies.
Approach for AgRIS

 The Development of locally relevant


content is the critical success factor of
AgRIS project.
 There is a strong need to present

locally relevant information intelligibly


in local language.
 The local contents to be developed

consulting at the grassroots.


 These inputs will help providing

information that people really need.

information on cropping sequences, crop
rotation in order to educate farmers for crop
diversification better returns,

 Expert solutions on day-to-day problems of


farmers. Panel of experts in the service area
of the E-DISHA farmers, NGO, individuals,
government research and extension staff and
their area of expertise, addresses, phone nos.,

 Information on various inputs like crop


varieties, variety of seeds, fertilizers,
pesticides, weather, irrigation facilities,
nutrients, plant protection agents, common
Pests and Diseases, Livestock Management,
etc. in order to facilitate decision making of

AgRIS Implementation Methodology

1. Tie-up with CCSHAU, HARSAC, ICAR


institutes at Hissar & Karnal and Agriculture
sector offices at district Hq. and State Hq

for providing expert advise/solution to the


queries/problems of farmers/rural masses
which will be coming through e-DISHA
ESKs, Internet, SMS, IVRS, e-mails etc.

2. Data ownership & authenticity will be fixed


with concerned agencies at DHqs.

3. Mechanism for regular updating of contents &


knowledge base will be established at DHq.
