Decide whether two quantities are in a proportional relationship, e.g.,
by testing for equivalent ratios in a table or graphing on a coordinate
plane and observing whether the graph is a straight line through the
origin (0,0)

A type of quantity is proportional to a second if there
is a constant number such that the product of each
measure of the first type and the constant is equal to
the corresponding measure of the second type.
