147.1. Applicability
This part prescribe the requirements for
issuing aircraft maintenance training
organization certificates and associated
ratings, and the general operating rules for
holders of those certificate and ratings

147.1. Penerapan
Bagian ini menjelaskan persyaratan untuk
mengeluarkan sertifikat AMTO (aircraft
maintenance training organization) dan
penilaian terkait, dan aturan operasi umum
bagi pemegang sertifikat tersebut
147.3 Recognized training courses
(a) The provisions of Section 147.1 includes the issuing of
Maintenance Training Organization certificates to provide
basic aircraft and avionics maintenance training and / or
aircraft and aircraft equipment type training.
(b) Upon meeting the applicable provisions of this Part, the
Director General will grant a certificate to a qualifying
training organization for one or both of the following types of
aircraft maintenance training:

1) Pelatihan pesawat tk Basic - ditujukan untuk pelatihan
awal bagi siswa, baik pemeliharaan pesawat umum
atau avionik, dimana bagi yang sudah lulus training ini
berhak mendapatkan kredit total waktu (pengalaman)
yang diperlukan untuk memenuhi syarat memperoleh
lisensi AMEL sesuai CASR Part 65.
2) Pelatihan rating (Jenis) Pesawat dan peralatan pesawat
- biasanya ditujukan orang untuk Engineer perawatan
pesawat yang berlisensi dan berpengalaman, dan
berlaku di mana saja, dan lulusannya berhak untuk
memperoleh Lisensi rating dari AMEL yang sdh ada,
sesuai dengan CASR Part 65.
147.5 Certificate required.
No person may operate as an approved aircraft
maintenance training organization without, or in
violation of, an aircraft maintenance training
organization certificate issued under this part.

147,21. Materi referensi
Tersedia salinan manual pelatihan untuk
setiap siswa
(CASR, DGAC, AC dll) selalu up to date
147.21 Reference Material
(a) The training organization shall:
(1) provide each student with a copy of the course training
manual containing all the subject material covered.
(2) ensure that all publications pertinent to each training
course are available and up-to-date.
(3) ensure that at least the following publications, as
applicable to the training given, are available and up-to-
date:
(I) Indonesian Civil Aviation Act;
(ii) Indonesian Civil Aviation Safety Regulations (CASRs);
(iii) DGAC Staff Instructions (when provided by DGAC);
(iv) DGAC Advisory Circulars;
(v) Index of Airworthiness Directives Applicable in
Indonesia;

(A) organisasi pelatihan harus:
(1) memberikan pada setiap siswa dengan copy manual
pelatihan yang berisi semua materi
(2) memastikan bahwa semua publikasi yang berkaitan
dengan pelatihan tersedia dan up-to-date.
(3) memastikan bahwa setidaknya publikasi berikut ini,
sebagaimana yang berlaku untuk pelatihan, tersedia
dan up-to-date:
(I) UU Penerbangan Sipil Indonesia;
(Ii) Peraturan Keselamatan Penerbangan Sipil Indonesia
(CASRs);
(Iii) Instruksi Staff Dirjen Perhubungan udara (jika ada);
(Iv) Edaran nasehat dari Dirjen Perhubungan udara ;
(V) Indeks Airworthiness Directive yg Berlaku di Indonesia;

(vi) FAA Advisory Circulars AC 43-13-1A & 2A;
(vii) Type Certificates and Supplemental Type Certificates
for the primary training aircraft;
(viii) a complete set of manuals including maintenance,
overhaul, structural repair, illustrated parts catalogs,
service bulletins and service instructions for the
primary training aircraft; and
(ix) one copy of each text book required for the course of
study.
(Vi) Edaran FAA AC 43-13-1A & 2A;
(Vii) Type Sertifikat dan STC untuk pelatihan
primer pesawat ;
(Viii) satu set manual lengkap termasuk utk
pemeliharaan, perbaikan,perbaikan
struktural, IPC (katalog parts), service
buletin dan petunjuk layanan untuk pelatihan
pesawat utama; dan
(Ix) satu salinan dari setiap buku teks yang
dibutuhkan untuk program studi.

147.23.Class Size

Kelas harus dibatasi jumlah siswa

mempresentasikan materi pelatihan,
sehingga setiap siswa dapat dengan
jelas melihat semua presentasi dan
mengikuti pelatihan

147.27. Serviceability of Aircraft
where aircraft with the valid C of A are
used for training purposes, the training
organization shall implement policies and
procedure to ensure the aircraft are in air
worthiness condition prior to flight

di mana pesawat dengan sertifikat C of A
(certificate of airwhortiness) digunakan
untuk tujuan pelatihan, organisasi pelatihan

laik sebelum penerbangan

when carrying out practical tasks in the

The minimum basic training requirements
is 3000 hours for the basic aircraft
maintenance and 3000 hours for the basic
avionics maintenance program

147.37. Experience Credit
An experience credit of one month for
each 100 hours of training time will be
credits towards the total experience
requirement for the issue of an aircraft

graduates of the basic aircraft
maintenance and the basic aircraft avionic
maintenance programs

147,37. pengalaman Kredit
Angka Kredit pengalaman, satu bulan setara
dengan pelatihan selama 100 jam yang
akan dinilai sebagai angka kredit dari total
kebutuhan pengalaman untuk memperoleh
AMEL dari perawatan pesawat dasar dan
program pemeliharaan avionik pesawat
dasar
147.41 Type training courses - General
a) Aircraft or aircraft equipment type training courses approved
by the Director General shall be recognized as meeting the
mandatory training requirements for endorsement of the
applicable aircraft or aircraft equipment type on an existing
AME license.
b) Approved type courses can be conducted by either approved
Indonesian aircraft maintenance training organizations or by
overseas organizations accepted by the Director General in
accordance with Part 65, Appendix B.
c) Successful completion of an approved type course is required
to qualify for a type rating as specified in Part 65.
d) Type courses shall not be recognized as providing credit
towards the experience requirement for initial issue of an
Aircraft Maintenance Engineer license
147,41 Pelatihan Type - Umum
a) Pelatihan type Pesawat atau peralatan disetujui oleh
DKUPPU jika memenuhi persyaratan pelatihan wajib untuk
pengesahan lisensi AMEL terkait jenis pesawat atau
peralatan yang sdh ada
b) Kursus Type yang disetujui dapat dilakukan oleh selain
AMTO Indonesia yg disetujui atau oleh organisasi luar negeri
yg diterima oleh Direktur Jenderal sesuai dengan Bagian 65,
Lampiran B.
c) Penyelesaian kursus type diperlukan untuk memenuhi syarat
untuk typr rating sebagaimana ditentukan dalam Bagian 65.
d) Kursus Type tidak akan diakui sebagai penyediaan kredit utk
persyaratan pengalaman utk memperoleh lisensi AMEL
pertama kali

147.51. Record Keeping
The AMTO shall keep a current record for
each student enrolled, including
attendance and grades, and shall retain
this record for a period of not less than 5
years from the date of graduation

147,51. Pencatatan
AMTO harus menyimpan catatan untuk
setiap siswa yang terdaftar saat ini,
termasuk kehadiran dan nilai, dan harus
menjaga dokumen tersebut untuk jangka
waktu tidak kurang dari 5 tahun sejak
tanggal kelulusan
147.53. Attendance
a) Except as provided in (b), the training schedule shall ensure
that students do not exceed eight hours of training, or
combined duty / training in any one day, or more than six days
or forty hours of duty / training time in any seven day period.
b) An exception to (a) may be made where the unavailability of
equipment such as a simulator or aircraft would otherwise
cause a student to miss a portion of the curriculum.
c) The training organization shall accurately document the
students attendance, ensuring that each students presence is
recorded and controlled for each class, shop or laboratory.
147.53. Attendance
d) Students who miss more than 5% of the course curriculum
through absence shall not qualify for any experience credit
unless the lost time is made up through documented
supplementary studies which include the portions of the
curriculum equivalent to those missed from the original
program.
e) Students who graduate from a basic training course but who
have missed more than 5 % of the course curriculum through
absence can still qualify as meeting the requirement for an
acceptable course, but without experience credit.
147,53. Kehadiran
a) Kecuali sebagaimana diatur dalam (b), jadwal pelatihan
harus memastikan bahwa siswa tidak melebihi delapan
jam pelatihan, atau gabungan tugas / pelatihan dalam
satu hari, atau lebih dari enam hari atau empat puluh
jam waktu tugas / pelatihan dalam setiap periode tujuh
hari
b) Pengecualian untuk (a) dapat dilakukan di mana tidak
tersedianya peralatan simulator atau pesawat lain yang
akan menyebabkan siswa kehilangan sebagian dari
kurikulum.
c) Organisasi pelatihan harus akurat mendokumentasikan
kehadiran siswa, memastikan bahwa kehadiran setiap
siswa dicatat dan dikendalikan untuk setiap kelas,
bengkel atau laboratorium.
