CAPACITY BUILDING & CONFLICT
MANAGEMENT
• Capacity building activities at the local level can prevent conflict by crossing
conflict lines, broadening the basis for action among stakeholders, and
strengthening legitimate voices in society
• Capacity-building can include programs to promote the equitable distribution
of income, addressing poverty, supporting stakeholder dialogues, and
pursuing joint peace and conflict analysis activities. 
• Specific business projects, including micro-finance programs, can be
structured to promote cooperation between different factions. 
• A proper capacity building building program should address the following
– Setting up appropriate institutionalized framework for e Governance
– Identification of people and skill set for augmenting existing capacities
– Leveraging internal capacities of people within the Government
– Training Needs Assessment
– Involvement of external partners to complement existing capacities
IRRIGATON AND MULTI CROPPING
• Orissa is primarily an agrarian economy having nearly 30% contribution to
the Net State Domestic product (NSDP) with 73 percent of the work force
engaged in this sector.
• The cropped area is about 87.46 lakh hectares out of which 18.79 lakh
hectares are irrigated.
• Hence irrigation facilities plays a vital role and need to be re-worked
• Total private irrigation projects: 7465(2006 December)
• Irrigation potential created is about 1.45 lakh.hact with 61,799PLIPs.
• Orissa share of irrigation land in 1995-96 was 23%. The ratio was 21% in
1990-91.Net irrigation potential 2603.06 thou.ha (44.12% of
total irrigable area)

• Top priority has all along been given in Five-Year Plans for irrigation
development.
• During pre-plan period, 1.83lakh hectare of irrigation potential was
created.
• Attempts have been made to achieve irrigation development in planned
manner by implementing different schemes such as AIBP, RIDE, BKVY,
RR&R, Bharat Nirman & RLTAP etc.
• By the end of March-2006, 21.59lakh hectare of irrigation potential has
been created using surface & ground water.
• Mahanadi Basin Development Plan (MBDP) for Mahanadi Basin and
Orissa Integrated Irrigated Agriculture & Water Management Project
(OIWMP) for Baitarani, Budhabalanga and Subarnarekha basins have been
prepared & submitted to MOW for clearance.

Biomass:
• It makes sense to use waste materials where we can. 
• The fuel tends to be cheap.
• Less demand on the fossil fuels.

Wind Energy:
• Wind is free, wind farms need no fuel. 
• Produces no waste or greenhouse gases. 
• The land beneath can usually still be used for farming. 
• Wind farms can be tourist attractions. 
• A good method of supplying energy to remote areas. 
MODERNIZED INFRASTRUCTURE
• Roads
 Orissa has 238,000 kms of roads including 3,508 km of National
Highways; 5,102 of state Highways and 30 kms of State Expressways
 Participation of Private sector is being encouraged in the construction
of these Highways
 Some of the prestigious projects are the Bhubaneswar-Cuttack
highway, Talcher-Gopalpur highway and the construction of the 4-
Lane
 Cuttack-Paradeep highway

• Civil Aviation
 A domestic airport is located at the state capital Bhubaneswar
 Direct links are available from Bhubaneswar to places like Delhi,
Kolkata, Chennai, Nagpur, Mumbai and Hyderabad
 There are 13 Airstrips and 16 Helipads at different places of the state

– At the end of 2005-06, total railway route length in
Orissa was 2340 kms
– Orissa is a link between eastern and western India
through railway network of South-Eastern and East-
coast Railways
– With the commissioning of the Talcher-Sambalpur

• The corresponding inflow of money through tourist’s expenditure
has increased from US$ 213 million to US$ 600 million
representing a CAGR growth of 19%
• The developmental approach will concentrate on Thrust Areas and
Travel Circuits as identified by the state Government
• Maintenance and Improvement of the existing roads and planning
of new roads to the Tourist Centre's will be given priority
• Operation of Charter Flights will be encouraged while improving
the air service to the state
