PART 1 - INTRODUCTION

Quality Assessment System for Building Construction


Works or QLASSIC is an independent method to
assess and evaluate primarily on the quality of
workmanship of building projects based on this
standard.

COURSE OBJECTIVES
1. To impart basic knowledge:

- QLASSIC assessment processes on sampling / site


assessment / score calculation.
- CIS 7:2014 requirements on workmanship quality,
tolerances & procedures for building construction
work assessment.

2. To provide guidance in interpreting quality standards for


building components and elements in CIS7:2014

3. To assist in understanding the QLASSIC Score

QLASSIC : Introduction

an independent method to assess and evaluate the


workmanship quality of construction works based
on the relevant approved standard.
Construction works (520 Act) – building, road, bridge,
dam, railway, drainage etc

However CIS 7: 2014 is QAS meant only for


Building Construction Work

CIS 7 :2014 - Definition
• Approved standards
Approved standard shall mean standard specified by the qualified
person for the project.
• Competent person
A person who possesses a valid certificate from an accredited
institution.
• Component
General building works are divided into four different components:
structural, architectural, mechanical
and electrical (M&E), and external works.
• Elements
A subdivision of a component, for example concrete for structural
works, tile finishing for architectural
works, drains for external works, performance for M&E works and
others.

CIS 7 :2014 - Definition
• QLASSIC
An acronym for quality assessment system in construction.

• Qualified person (QP) or principal-submitting-person


(PSP)
A QP as defined in the Uniform Building By-Laws 1984
(Amendment 2007). Hereon, wherever QP
appears in this document, it also refers to PSP.

• Superintendent Officer (SO)


The SO shall be the person appointed to administer the
contract during construction.

CIS 7 : 2014 - BACKGROUND
Malaysia, through CIDB, began to
explore the suitability of a quality
assessment system in 1996, which led to
the introduction of QLASSIC Guideline.

The Guideline was later upgraded to CIS,


which was launched on 30 Nov 2006.The
implementation began in early 2007.

CIS 7: 2006 was reviewed in accordance


to the needs of the industry, which led
CIS 7:2014, launched in 30 October 2014

CIS 7:2014 was developed by CIDB’s Technical Committee,
comprising representatives from relevant stakeholders of the
industry

CIS 7 :2006 - BACKGROUND (Cont.)
This standard specifies requirements (acceptable standard) on
the quality of workmanship and assessment procedures for
building construction work.

This standard is expected to reduce contentious disputes


between architects, engineers, clients and builders with regard
to what constitutes acceptable quality as well as to ensure that
the interest of the public is safeguarded.

The purpose of QLASSIC

provides the industry with a standard, which is


independent & objective, as to assess and measure
the workmanship quality of building projects.

stakeholders are able to benchmark their performance


on workmanship quality against the industry
standards.

serves as a workmanship quality yard stick for the


construction industry.

Assessment Scope
QLASSIC quality of workmanship sets the standard
for all elements of building construction

When an assessed item does not comply with the


corresponding quality standards, it is considered
to have failed and an “X” will be noted in the assessment
form. Likewise a “√” is given for an item
meeting the given standards. A “NA” will be given to
indicate that the item is not applicable. The score
is computed based on the number of “√” over the total
number of items assessed.

Assessment Scope
QLASSIC assessment is carried out via on-site
inspection and field testing, excluding works such as piling,
foundation and substructure works

Assessment is carried out strictly one time only. Any


construction project which undergoes rectification
after an assessment will not be re-evaluated.
CIS 7 does not take into account:
- material quality
- design aspects
- aesthetic preference
The objective of this principle is to encourage all
parties to “doing things right the first time and every
time”

Assessment Objectives
QLASSIC was designed and developed to enable the user to achieve
any of the following objectives:

a) to benchmark the level of quality of the construction industry in


Malaysia
b) to have a standard quality assessment system for quality of
workmanship of building projects
c) to assess quality of workmanship of a building project based on
the industry’s acceptable standards
d) to evaluate the performance of contractors based on quality of
workmanship
e) to compile data for statistical analysis

Assessment Principle
1. Independent assessment:
Assessments shall be carried out by independent
assessors who are accredited and regulated by CIDB.
2. Pre-determined & statistical sampling:
a) to refer to the sampling guideline specified in the
standard.
b) prior to site assessment, assessors are to
determine the sampling size and locations.
c) for building projects, the sample size for
Architectural Works is calculated based on the
gross floor area (GFA) of the project.

3. Guided site assessment:
a) to refer to quality standards specified in the
standard.
b) to verify the compliance of the constructed
elements against the standard’s requirements.
4. First-time assessment:
a) no re-scoring of works that are rectified or
repaired after the assessment
b) to encourage industry players, particularly the
builders/ contractors to “doing things right the
first time and every time”.

Assessment Approach

1. AW, EW, Basic M&E Fittings assessment takes


place upon project completion (with CPC) and prior
to handing over.
2. Structural and M & E works assessment takes place
during construction.
3. Applicant to declare readiness of project.

• to avoid any conflict of interest.

5. Statistical sampling:
• Impractical to conduct full assessment
• generally the number of samples that
need to be assessed is calculated based
on the floor area of the project.

The cumulative score of every component will give the

Building Category
The 4 types of building category are as follow:
Category A - Landed Housing - Detached, semi-detached, terrace and
cluster houses.
Category B - Stratified Housing - lats, apartments, condominiums,
service apartments, small office home office (SOHO) and town houses.
Category C - Public Building/commercial/industrial buildings without
centralised cooling system)- Office buildings, schools, factories,
warehouses, workshops, hangers, small office flexible office (SOFO),
small office virtual office (SOVO), religious buildings, stadiums,
community halls, hospitals, airports, universities, colleges, police
stations, etc

centralised cooling system)- Office buildings, schools, factories,
warehouses, workshops, hangers, small office flexible office (SOFO),

1. Samples are to be determined prior to each


assessment and shall be distributed as uniformly
as possible throughout the project.

1. Based on CIDB data, since end of 2006 till 31
December 2014, altogether 376 project have been
assessed by QLASSIC.
2. The average QLASSIC score record is about 68%.
3. The highest score is 88% and the lowest is 40%.

4. From the total number of 376 projects:


a) 12 projects score >80%
b) 103 projects score between 71% - 75%
c) 96 projects score at the range of 66% - 70%.
5. These results indicate that it is not easy to attain
comparatively high score. Updated on 31/12/2014
