Check for the site creation on the RNC from tang:

_ ZYGS:A:NPGEP.14;
_ check for the voice and data route id. Voice=2000+site-id , data =1000+site-id.
Open the oms element manager.
_ Open wbts check for the Wcellstate blocked.
_ Open ipnb check for the CNBAP is blocked.
_Checking the creation from the site element manager commissioning.
