SCHOOL RULES AND REGULATION
UNDER THE CHILD PROTECTION
A.
POLICY
1. Di pagsunod sa ipinatutupad na wastong uniporme.
2. Di maayos na pagsusuot ng I.D sa paaralan.
3. Di wastong gupit ng mga lalaki at pagkukulay ng buhok ng
lahat ng mag-aaral.
4. Pagsusuot ng sumbrero at hikaw sa mga lalaki at
pagsusuot ng hikaw na higit sa isang pares sa mga babae.
5. Pagiging huli sa klase ng 15 minuto.
6. Pagliban sa klase lalo’t walang liham mula sa magulang.
7. Pag-iingay tulad ng pagsigaw, pagtawa, at pagsasalita
ng malakas habang dumaraan sa mga corridor o palapag
ng bawat gusali.
8. Pangongopya at paggamit ng kodigo sa mga pagsusulit.
9. Paglura sa sahig, dingding at pasimano.
10. Pagkakalat ng anumang bagay sa loob ng klase o
room, corridor at kampus.
11. Pagdaan sa ibabaw ng bakod ng paaralan, papasok o
palabas (over-the bakod)
12. Paggamit at pagpapahiram ng I.D at manwal sa iba.
13. Paggamit ng cellphone sa oras ng klase at ibang
aktibidad ng paaralan.

19. Panghihikayat at pagbuo o pagsali sa
Fraternity/sorority o samahan na walang pahintulot ng
paaaralan.
20. Magaspang na pag-uugali o asal (gross
misconduct).
21. Pagmumura o pagtutungayaw o pagsasalita ng di
maganda, paglaban o pananakit sa guro o sinumang
awtoridad/kinatawan at mag-aaral. (Assaulting a
teacher or any other school authority or his agents or
students).
22. Pagdadala at pag-iingat ng sandata o patalim tulad
ng matutulis na bagay, baril, dinamita, granada o
pampasabog sa loob ng paaralan.
23. Pakikipag-away na nagdudulot ng pinsala sa iba.
24. “Hazing” sa anumang kaparaanan maging sa
loob o labas ng paaralan (DEpED Order #7. S. 2006).
25. Pag-uudyok, pamumuno o pakikilahok sa mga
gawaing nagiging sanhi ng pagtigil ng klase
(instigating, leading or participating in concerted
avtivities leading to stoppage of classes).
26. Pagpigil,pananakot sa mga mag-aaral o mga guro
o kawani sa pagtupad sa kanilang tungkulin o
pagtuturo o pagpasok sa loob ng paaralan.
27. Pagpapalsipika ng mga dokumento o record ng
paaralan. (Forging o tampering with school records
or transfer forms).

• 28.3 GAMBLING- Pagsusugal ng kahit anong uri
(gambling of any sort).
• 28.4 DRUGS- Paggamit, pag-iingat at pagbebenta ng
ipinagbabawal na gamot.

Pagbibigay alam sa gurong taga-payo upang ipatawag ang
mga magulang at mag-aaral (bully and the victim) upang
dumalo sa case conference at irerekomenda sa Child
Protection Committee (CPC) para sa kaukulang pagtutuwid at
interbensyon sa mga magulang at mag-aaral.

• Pagbibigay alam sa gurong taga-payo upang ipatawag ang

pagkakataon bilang offender, ang penalty ng suspensiyon
na hindi hihigit sa isang linggo ay igagawad sa mag-aaral.
• Sa panahon ng suspensyon ng mag-aaral at magulang o
legal guardian ay obligadong dumalo sa mas epektibong
seminar at interbensyon na makakatulong sa mag-aaral.

30. Serious Physical Injuries or Death (R.A 9344)

UNANG PAGLABAG
• Pagbibigay alam sa gurong taga-payo upang ipatawag ang
magulang at mag-aaral para sa pagsulat sa reklamoat
pagsagot ng reklamo sa Child Protection Committee (CPC).

• Ang desisyon ng Punong-guro ng paaralan na pormal na


nakasulat ang dahilanpara sa kaukulang rekomendasyon
tulad ng suspension, exclusion at expulsion.

Ensuring the protection and welfare of
students is the responsibility of all
who interact with students and young
people. Child Protection must
therefore be a priority for every
school and must be at the center of all
its activities.
The Bataan National High School’s “Child
Protection and Anti-Bullying Policy:
Guidelines and Procedures” have been
developed in response to the government’s
campaign on protecting children in school
from abuse, violence, exploitation,
discrimination, bullying, and other forms of
abuse through the Department of Education
Order No. 40,s. 2012 also known as the Child
Protection Policy.

The purpose of these procedures is to give


clear supervision and guidance to school
management authorities and school
personnel in implementing Child Protection
Policy within the school setting.
The procedures contain important
new elements which are intended to
better ensure consistent and uniform
implementation at school level. These
include measures designed to ensure
a consistency of approach in relation
to the school’s Child Protection and
Anti-Bullying Policy and the oversight
arrangements for its implementation
at school.
• The school’s responsibility to defend and
promote the welfare of student is of
supreme importance

learners
• Representatives of the whole-school
community of administrators, school
personnel, students, parents, and local
government will be involved in policy
development and review
• Policies will be reviewed annually, unless
an incident or new legislation suggests
the need for an interim review.

SECTION 7.
SCHOOLS
THE SCHOOL HEADS
• Ensure the institution of effective child protection
policies and procedures, and monitor compliance
therefore;
• Ensure that the school adopts a child protection
policy;
• Ensure that all pupils, students or learners, school
personnel’s, parents, guardians or custodians, and
visitors and guests are made aware of child
protection policy (annex “c”);
• Organize the child protection committee for the
school;
• Conduct the capacity building activities for
the members of the child protection
committee and guidance counselors/teachers;
• Ensure that the participatory and the other
rights of children are respected and upheld in
all matters and procedures affecting their
welfare;
• Maintain a record of all proceedings related to
bullying or peer abuse and submit after each
school year to the division office the report
and a copy of the intake form (annexes “a” &
“b”, respectively);
• Adopt such conflict resolution
mechanism that respect the rights of
indigenous people, provided that they
conform to this department order and
they uphold the rights of the child;
• Coordinate with the appropriate offices
and other agency or instrumentally for
appropriate assistance and intervention,
as may be required in the performance
of its functions;
• Conduct the appropriate training and
capability-building activities on child
protection measures and protocols;
• Ensure that the school adopts a student
code of conduct to be followed by every
pupil, student or learner while on school
grounds, or when travelling to and from
school, or during a school-sponsored
activity, or during lunch period, whether on
or off campus;
• Coordinate within the department of social
welfare and development or, the appropriate
government agencies or non-governmental
organizations on a child protection hotline for
reporting abuse, violence, exploitation,
discrimination, bullying and other similar acts
and for counseling;
• Ensure that all incidents of abuse, violence,
exploitation, discrimination, bullying and other
similar act are addressed in accordance with
the provisions of this department order.
SECTION 8.
SCHOOL PERSONNEL
Article 218 of the family code of the Philippines provides the
following responsibilities of school administrators, teachers,
academic and non-academic and other personnel:

• Exercise special parental authority and


responsibility over the child while under
their supervision, instruction and custody.
Authority and responsibility shall apply to all
authorized activities whether inside or
outside the premises of the school, entity or
institution.
Articles 220 and 233 of the family code of the Philippines,
presidential decree no. 603, and other related laws enumerated
the following duties and responsibilities of the above mentioned
persons and personnel over the children under their supervision,
instruction and custody:

• Keep them in their company and support,


educate and instruct them by right precept
and good example;
• Give them love and affection, advice and
counsel, companionship and understanding;
• Enhance, protect, preserve and maintain
their physical and mental health at all times;
• Furnish them with good and wholesome
educational materials, supervise their
activities, recreation and association with
others, protect them from bad company and
prevent them from acquiring habits;
detrimental to their health, studies and
morals;
• Represent them in all matters affecting their
interest;
• Inculcate the value of respect and
obedience;
• Practice positive and non-violent
discipline, as may be required under the
circumstances; provided, that in no case
shall corporal punishment be inflicted
upon them
• Performed such other duties as are
imposed by law upon them, as
substitute parents or guardians; and
• School personnel shall also strictly
comply with the school’s child
protection policy.

Note: The penalty of “REPRIMAND”, if warranted, may
be imposed by the School Head in the presence of the
parents or guardians.
• If bullying is committed for a “second” or
subsequent time, after the offending child has
received counseling or other interventions, the
penalty of suspension for not more than one (1)
week may be imposed by the School Head, if such is
warranted.
• During the period of suspension, the offending child
and the parents or guardians may be required to
attend further seminars and counseling.
• The School Head shall likewise ensure that the
appropriate interventions, counseling and other
services are provided for the victim or victims of
bullying.

Section 13. IMPLEMENTATION OF

school may impose other non-punitive

adaptation of exercises and other guidance
materials for homeroom guidance use.
• Serves as a member of grievance and child
protection committee.
D. SERVICES TO PARENTS AND COMMUNITY
• Holds case conferences with the parents and
community.
• Serves as liaison person between the school and
the home.
• Acts as consultant to parents, out of school
youths and community.
• Conduct home visitations.
• Makes referrals to other government agencies
for special assistance.
• Coordinates with the community, NGO’s and
GO’s for program support.
• Holds seminars/trainings for parents for
effective parental-pupil relationship.
E. ORGANIZATIONAL RELATIONSHIP
• Directly responsible to the principal of the
school to which he is stationed; under the
general supervision of the Supervisor-in-
Charge of the Guidance and Counseling
Services.
