A STATUS REPORT
BACKGROUND
• PRS92 serves as the country’s
standard reference system for all
surveys and mapping activities.

• PRS92 serves as the fundamental


component of the country’s spatial
data infrastructure.

• The role of PRS92 is to provide the


medium through which data sets
that are used for planning and
those generated through the
implementation of the different
multi-sectoral programs and
projects can be inter-related
geographically.

Prior to the issuance of EO 321, series of 2004,

INTEGRATION OF SURVEYS/MAPS/PLANS
NAMRIA:

1. ALL 1:10,000 TOPO MAPS ARE ALREADY IN PRS92.


2. CONVERSION OF 1:50,000 AND 1:250,000 MAPS AND
ADMINISTRATIVE MAPS ONGOING.
3. 17.6% OF LAND CLASSIFICATION MAPS HAD BEEN
INTEGRATED INTO PRS92.
4. ALL NEW SURVEYS AND THEMATIC MAPS IN PRS92.

LMS/LMB:

1. INTEGRATION OF CADASTRAL SURVEYS AND MAPS INTO


PRS92 IS BARELY UNDERTAKEN. NO COMPLETE
INTEGRATION OF CADASTRAL SURVEYS AND MAPS WAS
EVER MADE ON A SINGLE MUNICIPALITY.
OTHER COMPONENTS

IN THE LMS OTHER IMPORTANT COMPONENTS SUCH AS


MONUMENT RECOVERY, NETWORK MAINTENANCE, R & D,
IEC AND TRAINING WERE BARELY UNDERTAKEN.

LOGISTICS

THERE IS INADEQUATE SURVEYING EQUIPMENT,


COMPUTER HW AND SW AND COMPETENT PERSONNEL.
BUDGET IS LIMITED.

PROJECT MANAGEMENT

FUNCTIONAL STRUCTURE IS INADEQUATE. AT THE


NATIONAL LEVEL, NO PARTICULAR PERSON OR OFFICE
WAS DESIGNATED TO ASSUME OVERALL SUPERVISION,
COORDINATION AMONG IMPLEMENTING UNITS IS MINIMAL.

Serious backlog in densification and
integration of existing ENR maps, plans,
surveys into PRS 92
 (a) inadequate funds (less priority);
 (b) inadequacies in current implementing
structure/mechanisms/strategies;
 (c) inadequate policies/guidelines;
 (d) non-compliance by implementing units;
 (e) inadequate qualified manpower
complement/inadequate training;
 (f) doubtful set of transformation parameters; and
 (g) implications of the adoption of PRS92 to land
titling and registration system.
SUMMARY OF ISSUES AND CONCERNS

There is a serious backlog in implementation


and impending failure to comply by the year 2005
deadline. The transition period was extended from
2000 to 2005 without a definite implementation
plan and firm budgetary commitment. Further, no
particular person or office was mandated to
orchestrate, oversee, and monitor the PRS92
program as a whole, hence, the failure.
EXECUTIVE ORDER NO. 321
(02 July 2004)

DENR originally proposed a transition


period up to year 2015;
The Office of the President, however,
wanted the end of transition period to
coincide with the end of PGMA’s term, i.e.,
2010;
EO 321 directs the DENR to allocate the
necessary funds, issue implementing
guidelines, and designate an office which
will oversee the implementation of the
Order.
