A Recommendation

Presented to
LEAR CORPORATION

REQUEST TO REDUCE THE

USAGE OF SAFETY SPECTACLES

By :ENGR. JOAN P. BUAN

Philippines
I. Rationale
Improved performance is the key aim of our
Organization. This is then achieved by taking action to
remedy any situation where the quality and the level of
performance improvement is sufficient to achieve the
targets that the customer has set.

Innovating process is one of the best manifestation of

achieving product quality for customer assurance. Thus
product quality relies on the methodology of the process
that starts on the hands of performing the process – the
operators. Eliminating factors of operational discomfort
is the prime objective of this proposal.
II. Issue Definition
Currently, our Organization is complying to Lear
Requirements of wearing Safety Spectacles at all process.
However, due to recurring problems of Cross Wire and Off-
Dim defects brainstorming has been conducted to analyze
the Root Cause, and apparently the wear of Safety
Spectacles contributes to existing problem labeled as
“Blurred PPE Goggles”. Please see C&E Diagram (Figure
A), conducted by the In-charge and employees of Exas
Philippines Aquino and Rizal Plant.

Hence research has been made with regards to the
Safety Spectacles Specification, thus found several
Objective Evidences
Lens Material Polycarbonate
Transparency Good
Total Light Transmittance 87%
Scratch Hardness (Pencil Method) Not so good 2B
Weather Resistance Not so good
Chemical Resistance Not so good
Table 1.0 – Characteristic and Properties of Polycarbonate type of Safety
Spectacles

for reference purpose
Based on the information presented, wearing Polycarbonate
Lens of Safety Spectacles with its Total Light transmittance of
only 87% explicitly imply a drop of about 13% from the Normal
Vision; still not mentioning its further gradual haziness due to
low maintenance i.e. scratches and mist as caused by hot or cold
temperature

Operators with power glasses are also using Safety Glasses when
they work! This is also a hazard and can contribute to Quality
Problems.

Conclusively, such use of PPE is one of the factors contributing

to Quality, and Health Problems as well.
III. Recommendation/ Proposal
After doing some Job Safety Analysis (JSA) (Please see Table 2.0- Job
Safety Analysis), we found that there is no significant hazard in all
processes except Pre-Blocking and Building station. PPE should be the
last resort after any engineering solutions could not be found for a
particular hazard.

We then recommend and propose to eliminate the use of Safety

Spectacles in all Aquino and Rizal Plant stations, except Pre-blocking
and Building Stations, the objective of which is to improve workers
performances

EXAS PHILIPPINES, INC. aims transparency and compliance with all

appropriate guidelines, thus seek to continually build relationships with
customers to determine what is important or “material” to all involved
to improved overall performance.
