The Comprehensive Agrarian Reform Law
of 1988
• President Corazon C. Aquino signed into law
R.A. No. 6657 on June 10, 1988.
• provides the farmers and farm workers the
opportunity to improve the quality of their
lives and at the same time enhance the
dignity of the farmers.
To attain the fruit of this law, the state
adopted the different principles and policies as
follows.
1. The welfare of the landless farmers and
farmworkers will receive the
highest consideration to promote social
justice.
2. The State shall recognize the right of
farmers, farmworkers and landowners,
as well as cooperatives and other
independent farmers' organizations
3. The State may resettle landless farmers
and farmworkers in its own
agricultural estates, which shall be
distributed to them in the manner provided
by law.
4. The State shall be guided by the principles
that land has a social function and land
ownership has a social responsibility.
5. The State may lease undeveloped lands of
the public domain to qualified entities
Salient Features of CARP (RA No.
6657)
1. Covers all public and private agricultural lands.
2. Ownership of agricultural lands is based on a
family size farm which is not more than three
(3) hectares.
3. Qualified beneficiaries are agricultural lessees
and share tenants, regular farm workers,
seasonal farm workers, actual tillers or
occupants of the public lands, collectives or
cooperatives of aforementioned beneficiaries.
4. The distribution of all lands covered by
CARP shall be implemented within 10
years effective. However, the application
of CARP on private lands has been
deferred for 10 years.
5. Exemptions and exclusions includes for
wildlife, forest reserves, fish sanctuaries
and breeding grounds, watersheds and
mangroves, school sites and campuses,
church sites and convents.
7. Beneficiaries pay Land Bank of the
Philippines in 30 annual amortization at
6% interest per annum.
8. Valuation of lands is determined by
PARC (Presidential Agrarian Reform
Council). The value of lands depend on the
costs of their acquisition, current values,
tax declaration, sworn valuation by the
owners and government assessment.
