PRE-PARLIMENTARY STAGE LEGISLATIVE PROCESS

A draft bill is discussed at ministry level, and sent to attorney

general’s chambers. The bill gets approved by the cabinet.

01 FIRST READING 08
The bill is introduced by one of the two Houses. Only the title
of the bill is read. Once passed this stage, it gets printed and PUBLICATION
02 distributed.
A Bill assented by the Yang di-
SECOND READING Pertuan shall become Law.
The minister will present the outline of the bill. The House will
03 debate and vote. If the bills receives required votes its passed
to the next stage.
However, no laws shall come into
force until it has been gazetted or
published under the Article 66(5) of
COMITEE STAGE the Federal Constitution.
04 Representatives group themselves in to committees to discuss
the bill in more detail. After discussion the bill is reported to
Dewan rakyat for their approval
05 THIRD READING
The bill is reviewed again. Debates are centered on general
06 principles. If no objections, the bill is passed to Dewan Negara

HOUSE OF SENATE
The bill will undergo four stages again in House of Senate.
07 If the senate has no complaint, the bill is sent to Yang Di-Pertuan
Agong for his approval
ROYAL ASSENT
According to Article 66 clause 4, yang Di-pertuan must give his
consent within 30 days. If not it will be implemented without
His consent
