Introduction

National Physical Planning Council (MPFN) was


established in 2003 under subsection 2A (1) of
the Town and Country Planning 1976 (Act
172).(MPFN) is the Council responsible for
urban and rural planning in Peninsular
Malaysia. The MPFN was created to coordinate
all policies and activities related to urban and
rural planning to ensure a more balanced and
sustainable use of resources and development
at the state and country levels.
The functions of the council are

THE FUNCTION OF THE STATE
PLANNING COMMITTEE
To promote within the State, in the area of

development of all land in the country.

Committee Of Local Authorities

The Local Authority Consultative Committee


Meeting (JPPBT) is the annual event of the
Ministry of Urban Wellbeing, Housing and Local
Government (KPKT) to deliver the latest
Government policies on Local Government. The
JPPBT meeting was attended by all the Mayor /
Speaker / Local Authority Chairman (PBT)
throughout the country. It was also attended by
representatives of the State Government and
several related agency agencies.
The purpose of the JPPBT Meeting is to:

 Discuss issues related to service delivery in Local Authorities that could impact the
implementation of Central Government policies in relation to Local Government;

 Provide opportunities for local authorities to share their experiences and views as
well as obtain feedback to improve the quality of service delivery in PBT; and
responses to improve the quality of service delivery in PBT.

 As a forum to improve understanding of the State Government and Local


Authorities on policies and programs implemented by the Central Government to
enable PBT to provide more effective services to local people.
Function Of Local Authorities

 Protection - that is to control public safety and health. This includes individual protection
from various hazards that may be associated with public health property or cleaning
services .
 Public (communal) - which is a function that benefits everyone. It includes the
environment of creating a balanced ecological condition such as optimal land use planning
and providing a good landscape and recreation area to provide adequate social facilities to
enable residents to conduct recreational activities .
 Individual - namely the function involving the provision of direct aid services to individuals
such as charity .

 Trade - which involves activities that generate revenue to local authorities as well as
accelerate local economy. However, this is quite limited and only the authorities who are
really capable of energy and financial ventures to explore this activity .
