environment of creating a balanced ecological condition such as optimal land use planning
and providing a good landscape and recreation area to provide adequate social facilities to
enable residents to conduct recreational activities .
Individual - namely the function involving the provision of direct aid services to individuals
such as charity .
Trade - which involves activities that generate revenue to local authorities as well as
accelerate local economy. However, this is quite limited and only the authorities who are
really capable of energy and financial ventures to explore this activity .
