governmental agencies play a role.
 They motivate, guide and encourage
the budding entrepreneurs.
 The objective is to encourage people
to start business of their own and take
independent decisions.
 Potential entrepreneurs are identified
by proper research.
Types of promotional roles:

SUPPORTIVE ROLE
 In industrial estates tax concession is given in
order to motivate entrepreneurs.
 Industries such as SIPCOT (State industries
promotion council of Tamil Nadu) play a role.
 The institutes give loans at a concessional rate
interest and support the entrepreneurs.
REGULATORY SUPPORT

This is required in order to
control the entrepreneurs and
ensure that the government rules
and regulations are adhered to.
 Proper and simple rules will
enable the emergence of many
entrepreneurs.

Started in the year 1978 to provide


integrated administrative framework at
the district level for promotion of small
scale industries in rural areas.
 They are the implementing arm of the
various schemes offered by the Central
and State Government from time to time.
 At present there are 422 DICs operating in
431 districts of our country.
The organizational structure of DICS
consists of General Manager,
Functional Managers and Project
Managers to provide technical
services in the areas relevant to the
needs of the district concerned. The
success of DICs depend largely on the
General Managers.
FUNCTIONS OF DIC
 Identifying potential entrepreneurs by
conducting motivational campaigns
throughout the districts specially in
Panchayat union head quarters.
 Provisional and permanent registration
under SSI and issue of the certificate.
 To prepare and keep model project
profiles for reference of the
entrepreneurs.
 To guide entrepreneurs in matters
relating to selecting the most
appropriate machinery and
equipment, sources of it supply and
procedure for importing machineries.
 To provide guidance for appropriate
loan amount and documentation.
 To assist entrepreneurs for availing
land and shed equipment and tools,
furniture and fixtures.
 To appraise the worth of the project-
proposals received from
entrepreneurs.
 To help the entrepreneurs in
obtaining required
licenses/permits/clearance.
NATIONAL SMALL INDUSTRIES
CORPORATION (NSIC)
NSIC was set up in 1955 in New Delhi to
promote, aid and facilitate the growth of
small scale industries in the country.
OBJECTIVES OF NSIC:
 Simulation and support- Financial,
marketing and technological support.
 Sustenance: Raw material supply and
human resource.
 Growth: Strategic alliance with institutions,
international and awareness programs.
