1 2  New site PBR433 On Air with Bad E-RAB Setup SR

(%) with MME Fail as the root cause
 In Signaling trace on S1 MME it is found the
failure is on Initial Context Setup which caused by
QCI value is not supported by UE
 The QCI value in signaling trace is refer to QCI 7
 In U2000 statistic the lowest E-RAB Setup SR is
coming from QCI 7 compared to others

information in FGE (Feature
Group Indicators) the bit 7 is 0
means that UE does not
support RLC UM
(Unacknowledged Mode)
 The default setting of RLC for
QCI 7 is 1 that indicate RLC
UM (Unacknowledged Mode)

Bit7 is 0 indicate UE does

not support RLC UM

 So there is conflict between UE that does not support
RLC UM while cell configuration for QCI 7 is RLC UM
 There are 2 options for solution:
 Modify RLC PDCP Group ID of QCI 7 from 1 to 5 to
accommodate UE that does not support RLC UM
 Modify RLC mode to AM for RLC PDCP Group ID 1

Both options are ok, but we choose option 1. Below is the

script for every option:
 MOD QCIPARA: Qci=7, RlcPdcpParaGroupId=5;
 MOD RLCPDCPPARAGROUP:
RLCPDCPPARAGROUPID=1,RLCMODE=RlcMode_AM;

QCI | QoS Class Identifier
3GPP specifications define QCIs for services to standardize QoS
requirements. Each QCI specifies a set of requirements for the resource
type, priority, delay, and packet loss rate of a service type. QCIs are
transmitted among EPS nodes, thereby eliminating the need for negotiation
and delivery of a large number of QoS parameters. The EPS performs QoS
control by using QCIs.

Service data flows with different QCIs are transported on different EPS
bearers.

Every QCI value define the priority of every service. Services sample of
QCI 7 such as Video Live Streaming (Kompas TV and TV One), voice
streaming (Radio Prambors), etc.

The consequence of modify QCI 7 to RLC AM is the UE will have better

video quality like clear video view, but high delay in packet delivery. But
this problem will not become big issue as long as the network quality is
good, the video will be clear and no delay.
