1. The Insurance Commissioner has the authority to
“regulate the business of insurance”
2. Enforce and implement insurance laws and policies

business" or "transacting an insurance business”

1) Making or proposing any Insurance Contract;


2) Making or proposing any contract of Suretyship as
a vocation and not as merely (not incidental to any
legitimate business of the surety)
3) Doing any kind of business, including Reinsurance
Business (within the meaning of the Code)
4) Doing or proposing to do any business in substance
Equivalent to any of the foregoing in a manner
designed to evade the provisions of this Code
