LECTURERS
Lecturer meaning in the Cambridge English Dictionary is “someone who
teaches at a college or university”

Lecturer defenition in the oxford Dictionaries is “ A person who give lectures,

especially as an occupation at a university or college of higher education”

According to Republic of Indonesia Law No. 14 In 2005, Lecturers are

professional educators and scientists with the main task of transforming,
developing and disseminating science, technology, and the arts through
education, research, and community service.
 The Characteristic Of Lecturer
According to Article 7 paragraph (1) in the (Law No. 14 of 2005), the
teaching profession and professional lecturers are areas of special work
which implemented based on the following principles:
1. has the talent, interest, and idealism
2. committed to improving the quality of education, faith, piety and good
character
3. have academic qualifications and educational background in accordance
with the task
4. have the necessary competence in accordance with the task
5. has responsibility for the implementation of the tasks of
professionalism
6. earn income based on job performance
7. have the opportunity to develop the sustainable professionalism with
longlife education.
8. have legal protection when implementation the task of professionalism
9. have a professional organization that has the authority to regulate the
things relating to the duties of professionalism of teachers.

 CONCLUSION
Although the basic functions which is run by lecturers in
Indonesia with foreign lecturers are equal. In some detail many
fundamental differences.
Systemic differences occur it is possible causal factors
why the quality of our higher education far behind in the
developed countries. Solve the problem only one of the factors
most likely not be able to solve the problem of higher
education as a whole.
It takes effort and commitment from the government to
fix it. Moreover, criticism and input from lecturer as the main
actors of higher education is absolutely necessary. If the
lecturer is satisfied in the comfort zone without ever giving
improvement ideas, it seems the government can not always
be used as a scapegoat for the poor quality of higher education
