powers to Urban Local Bodies (ULBs)
• Local government bodies are more close to
people & understand local needs & economic
opportunities
• Narasimha Rao government passed
Nagarpalika Bill forming this Act

Objectives
• Decentralization of power
• Demarcate role of ULB & specify their function
• Specify areas deemed as urban to include new
urbanizing areas
• Ensure public representation, especially the
deprived class or women
• Ensure that ULBs are not superseded

• Regulation of land use & construction of
buildings
• Planning for economic & social development
• Roads & bridges
• Water supply for domestic, industrial &
commercial purpose
• Public health, sanitation & solid waste
management

• Fire services
• Urban forestry, protection of environment &
promotion of ecological aspects
• Slum upgradation
• Provision of urban amenities
• Burials, burial grounds, cremations,

births & deaths
