Definitions Used
Baseline Design
 UMTS Baseline (As-Is): This is the LTE design with a configuration that mirrors that of the existing UMTS network
configuration with the following specific network configuration profiles maintained:
o Same Radiation Centers as UMTS
o Same Azimuths as UMTS
o Same Number of Transmitters per site as UMTS
o Similar HBW as UMTS – but antennas selected from the approved antenna list for 700 MHz or AWS
o Similar Tilts as UMTS (850 -> 700 and AWS -> 1900)
o No Site Sparsing
o RH at the top of the tower or closest to the antenna
 Optimized Baseline (Vendor Engagement): This is the output of the market optimized baseline which is the vendor
engagement starting point.

PICD : Preliminary Initial Cluster Design


 This is the best possible LTE network design that meets or exceeds the design KPI targets
o The design optimization is carried out using limits of constraints within the guidelines. Only when the limits
of the constrains within the guidelines are exhausted without meeting the targets can the design engineer
then carry out a “common sense” unconstrained design to meet the design targets.

DFCD/ICD : Definitive Final Cluster Design /Implementable Cluster Design at Launch


 This is the launch network configuration based on the feedback from C&E.
o The design is updated with the feedback on the LTE RFDSs previously issued to C&E

DFCD/LTCD : Definitive Final Cluster Design /Long Term Cluster Design


 This is the long term cluster design. The only difference between this and the PICD is that it includes the
acceptable feedback from C&E

General Presentation Deck Preparation Guidelines:
1. The UMTS Baseline (As-Is) configuration KPI must be included in all the reviews for comparison
2. When a review is carried out at the “Baseline ” design phase, only complete the deck with the UMTS
Baseline (As-Is) and the “Optimized Baseline” information (items 1 and 2)
3. When a review is carried out at the “Optimized (PICD)” design phase, the deck should include the
baseline information (items 1, 2 and 3) above as well as the optimized design information
4. When a review is carried out at the “Launch (DFCD/ICD)” design phase, the deck should include the
baseline design information, optimized (PICD) design information well as the Launch optimized design
information
5. If an unconstrained design view (for PICD) is being added to the deck, then all the histograms, map views
and prediction studies for the unconstrained view should be added to the deck.
Note
 DFCD/LTCD is not included at this time as part of this review deck.
