BASIC SAFETY

INSTRUCTIONS FOR ALL


EMPLOYEES VISITING
OR WORKING IN THE
CONSTRUCTION OF
THE HGPEP
OBJETIVE:
Provide Basic Safety Instructions to all
personnel working in the construction of The
Hawiyah Gas Plant Expansion Project.

SCOPE:
This session will cover all TRG Personnel
assigned to Hawiyah Expansion Project .
Included are Subcontractors, Suppliers,
Vendors and Visitors.
In the HGP EXPANSION PROJECT we
are working in a “live plant”. That
means we must eliminate or control
construction related HAZARDS and
avoid the HGP operational HAZARDS
in a manner that will not interfere with
the normal plant operations.
Hazards result from the following construction activities.

Excavation works, electrical works, working at heights,


machinery operations, transporting personnel, moving
machinery operations, welding / grinding activities, crane
operations and simultaneous work activities.

Hazards include but are not limited to:


High temperatures that may cause heat related injuries
Gas leaks
Fire / Explosions
Chemical exposure / burns
High pressure releases
High temperature liquid and steam releases
Falling hazards
Cuts from sharp objects.
Pinch point hazards
Tripping & slipping hazards
We can play an active role in accident prevention by putting
forth your effort in working safely and following all work and
safety instructions.

You can improve the safe working conditions on this site by


reporting any unsafe condition to your Foreman, HSE
personnel or Site Manager.

utmost to prevent all accidents so that everyone can
leave the job in the same condition they arrived”.
In the HGP Expansion Project We must follow WORK
PERMIT SYSTEM (WPS).

WORK PERMIT:
A work Permit is an authorisation to carry out work on, in or around
specific equipment and / or facilities and / or work environment, under
predetermined precautionary measures.

WORK PERMIT OBJETIVE:


To provide a formal system to protect the safety of all personnel, process
equipment and the environment against damage by controlling the
execution of hazardous work to be carried out on, in or around specific
equipment and or facilities or work environment.

In the Aramco WPS we are Receivers, and must follow the safety
instructions from the Aramco Issuers.
Personal Protective
Equipment (PPE)

It is compulsory for all site personnel


to wear the following items of PPE at
times when outside the office areas:

– Safety Hard Hat-ANSI Z89.1-1981;ANSI


Z89.2-1971
– Safety Foot wear
– Safety Glasses-ANSI Z87.1-1989
– Hearing Protection as required.
– Finger, Hand and Wrist Protection as
required.
– Respiratory Protection as required.
– Fall Protection-Safety Harnesses-with
twin lanyards and shock absorbing
units as required.

Additional items of PPE may be required while performing other work


activities.
Excavation Works
Never do anything that is likely to
endanger yourself or others.

Ensure that the sides of the


excavation pit are properly shored or
sloped before you go to work.

Obtain a work permit prior to


commencing work. Barricade all
excavated areas with suitable
materials. Put up suitable warning
signs.

Install lights when dark.


Ensure that proper access is provided
before entering any excavation.

Re-check the excavation for safety


each time before re-entering.

Never climb on sides of the excavation.


Barricades and Hole Covers
Anyone who makes a hole or opening
is responsible for having it barricaded.

Barricades are required around


excavations, holes or opening in floors
or roofs and elevated platforms,
around certain types of overhead work,
and whenever necessary to warn
people against falling in, through, or
off.

Barricades must be 42 inches high,


square and level. Keep the barricade
four feet back from the edge of
excavations, holes, platforms and roofs
unless a protective barricade is used
Don’t use improvised barricades.

Leave an entrance, opening or gate


where practical.

All hole or opening through floors or
decking at all elevations must be
immediately provided with hole
covers or barricades.

Hole covers must be wired or


otherwise secured to prevent sliding
beyond the hole.

Do not store material or equipment


on a hole cover.

All hole covers must have Warning


signs.
Rebar Cutting & Bending Work

Supervisors/engineers should prepare a safe work procedure


and train / educate workers before commencement of work.

Only trained and authorized personnel are allowed to operate


machinery.

Barricade the area.

Arrange rebar with enough access way for workers to move


freely.

The operator & helper must maintain good communication.

The helper should be trained to do his task.

The operator should ensure that the helper’s hands remain


clear from the moving parts.
Concrete Work

Employees will be required to wear proper clothing, boots,


gloves, hard hat and safety glasses to prevent cement
burns.

Employees applying cement, sand and water mixtures


through a pneumatic hose will wear face protection in
addition to safety glasses.

No loads will be placed on a concrete structure or portion of


a concrete structure unless, based on information received
from a qualified, competent person that the structure or
portion of the structure is capable of supporting the loads.
Good Housekeeping
Maintain clear access to and from all work
areas.
Good housekeeping prevents accidents.
Help keep your work area tidy. Clean up
as you go. A clean worksite is a safe
worksite.
Do not leave sharp objects lying around
such as scrap boards with exposed nails.
Separate rubbish, place scrap, trash and
other waste into the proper containers.
Clean-up tools and work area as your job
progresses.
Keep cords and hoses seven (7) feet
overhead or lay them flat outside of
walkways, isles, and passageways
including drive areas.
Fire Prevention
Only Use designated Smoking Areas.

Don’t smoke near combustible /


flammable materials.

Keep sources of ignition clear from


combustible / flammable materials.
Good Housekeeping shall be
maintained in all work areas.
(Accumulation of flammables is
prohibited.)

Fire protection equipment will be


provided in all areas where
combustible materials are present.

Regular inspections will be made by


the Safety Department to assure that
fire extinguishers, hoses, reels and
hydrants are in good working order.
Fire Prevention (Cont.)
Don’t move fire extinguishers if it’s not necessary. Replace them after use.
A clear access to all fire protection equipment will be maintained. (Includes
extinguishers, hose reels, hydrants, etc.)
Fire protection equipment is to be used only for that purpose.
Fire lanes inside of all buildings shall be maintained and kept clear for safe egress.
"Strike anywhere" matches are not to be used on the project.

Watch your step.

Safe Ladder Usage
Do not use defective or damaged
ladders. Inspect ladders before each
use.
Climb the ladder using both hands.
Do not carry tools and equipment
while climbing or descending a
ladder.
Do not stand a ladder on loose
material or lean it against an
unstable surface.
Do not use ladder near an open, un-
barricaded passageway.
If a ladder cannot be secured at the
lower end, get a co-worker to hold it
firmly for you.

Ladders should extend at least 3 feet


above landing and tied-off.

Commercial ladders having
sufficient weight ratings should be
used.
Do not use metal ladders around
electrical services or welding.
Extension ladders shall always be
used at an angle of approximately
75º
Ladders shall not be used in a
vertical or horizontal position.
Do not use shop built ladders.
Extension ladders shall always be
supported on the ground or floor but
never hung.
Step ladders must only be used as
stepladders (in the open position).
Do not stand on the very top or the
top step of any stepladder.
Electrical Safety
Leave all electrical connections to trained and qualified electricians.
Do not use appliances with defective parts.
Never tamper with any electrical installation.
Do not carry out any excavation works at existing (under ground) cables without
excavation permit.
Always switch off the supply after using electrical equipment.
In case of any problem, do not touch the installation.
Electrical Safety (Cont.)
Locate the power source and
switch off the power before acting.
Install (Ground-Fault Circuit
Interrupters) at all worksites.
Electrical equipment must be
designed to operate at 120-125V.
Make sure equipment is in good
condition-no frayed or exposed
wiring.
In case of Electrocution, do not
touch the casualty. Locate the
power source and switch off the
power before attending the victim.
Make sure that the work area is
clean and dry.
Inspect electrical tools before each
use, color code/inspect monthly.
Machinery Guarding

All machinery must be securely


guarded especially around
rotating parts and hot surfaces.

Never place your hand near a


machine with rotating parts.

You shall use correct equipment.
Make use of push stick when pushing a timber across a circular saw blade.

Never use machinery


with defective or missing
guards. This applies to
all equipment and power
tools.

Use machinery with


existing guards and
correct PPE.
Machinery Safety
Check that hand tools are in good condition before use.
Never use defective tools. You’d better use tools in good condition.
Report all defective tools to your supervisor.
Check to make sure that protective guarding is in place.
Check for GFCI protection on electrical equipment.
All electrical tools and lights must operate at 120-125V.
Fall Prevention
Falling from height is the No. 1 killer on construction worksites.
Do not work on or near the edges of buildings which are not barricaded
without fall protection...

Wear safety harness


provided and anchor them
securely.

Never work on hanging


scaffolds without a life line
and your harness provided
and anchor them securely.

Stairways must have handrails.
Openings in floors should be
barricaded or covered.
Never sit on or lean against
guardrails.
Safe work platforms and gangways
should have secure guard rails and
toe boards.
Do not work at heights if you are
feeling weak or dizzy.
Use proper access to climb
scaffolds having a current
inspection.
Do not cross any above ground
opening.
Always use the proper access.
Beware of Falling Objects
Use entrances that are provided with
overhead shelters.
Do no stand, work or walk under
suspended loads.
Wear your safety helmet at all times

Do not throw debris or waste


materials from height.

Dispose of debris down the chute


provided or in the proper container.

Cover all openings. Debris and other materials can fall through
opening and injure someone below.

Prevent tools from falling by placing them in a suitable tool box


and provide suitable toe boards.

Use tool box while climbing


or descending a ladder to
carry tools.
Hot Works

Obtain hot work permit prior to


commencing work.

Read and understand the


contents of the permit and
follow.

Gas Cutting: Check area to


prevent fire. Check gas
cylinders and apparatus for
leak.

Welding Safety:
Never weld without using a
mask or eye protection.
Hot Works (Cont.)
Use proper PPE when
welding.
When welding, barricade the
working area.
Shield welding work areas
when possible.
Check fire hazards to prevent
fire from occurring.
A Safety fire watch should be
present with fire
extinguishers.
Use fire blankets as needed.
Do not place combustible
materials within fire spark
range or work area.
Lifting Operation
License – Crane operator must have
a valid license issued by Aramco in
order to operate the specific model
and specific configuration mobile
crane.

License – Rigger must have a


certificate issued by Saudi Aramco.

Rigging and lashing should be


protected from damage by softeners
or other active means while in place.

Slings must be inspected before


using and properly stored according
to Aramco guidelines. Slings must
bear a manufacturers label showing
the capacity, manufacturers name,
S/N, material used in its construction,
date of manufacture etc.
Lifting Operation (Cont.)
An approved lift plan must be used and followed.
Ensure correct rigging equipment is used.
Don’t use hooks without a safety catch
Make certain that the outriggers are fully extended and that wooden pads are
used.
Barricades should be used at ground level to protect employees from walking
under loads. Un-authorized personnel must not enter the crane operating area.
A minimum of four people must be on hand when a mobile crane is in use.
They include a licensed crane operator, a certified rigger, a safety officer and a
lift coordinator.
Cease lifting operations when conditions become un-safe such as high
winds, lightning darkness or poor visibility.
Injury Reporting, First Aid and Medical
First Aid is the application and accepted principles in the treatment of any
injury or illness using facilities and materials available at the time. It is the
approved method of treating a casualty before additional medical services
are obtained. Its purpose is:
To preserve life.
To prevent deterioration of the injured person’s condition.
Promote a healthy recovery.
Injury Reporting, First Aid and Medical (Cont.)

GENERAL
In the event of an Accident / Incident Call
for help.
Know the emergency numbers at your
particular location.
Assess the scene and only approach if it
is safe to do so and there is no danger to
your own safety.
Only move the casualty if he is in danger
of further serious injury, as further
movement may complicate his injuries.
Cover the casualty with a blanket and
wait till first aid personnel appear.
If an injury occurs on the job, notify your
supervisor/foreman immediately, no
matter how insignificant the injury may
seem.

Discipline (Some violations are listed below)
Horse playing, fighting, gambling, possession of deadly weapons, sleeping on site
is STRICTLY PROHIBITED.
Driving a vehicle in excess of the stipulated/posted speed limit on the HGP
Project or anywhere in KSA.
Not complying to the 100% fall protection and 100% tie-off policy.
Putting your life or the lives of others at risk (imminent danger).
Disregarding barriers (unauthorized access into an area marked as being unsafe
or unauthorized access into a restricted area)
Violating permit conditions or performing work without a permit where an approved
permit is required.
Energizing or de-energizing a power source without proper authorization.
Smoking in vehicles, offices and any other unauthorized area.
Operating vehicles or equipment without a license or without authorization.
Operating a dead lined vehicle or dead lined equipment.
Avoiding Heat Injuries
HEAT CRAMPS are muscle cramps, usually in the arms and legs but can occur
in the stomach and chest as well. They are caused by excessive sweating and
dehydration. Move the victim to a cool place; give him cool water and rest. Call
the Medic.

HEAT EXHAUSTION signs include heavy sweating, weakness, fast pulse,


headache, dizziness, nausea and vomiting. Treat the victim by moving him to a
cool place, elevate his legs, and apply cold water and ice. Give the patient water
only if he is conscious. Contact medical personnel immediately.

HEAT STROKE is a true emergency. Signs and symptoms include high body
temperature, unconsciousness, hot skin, rapid pulse and rapid breathing,
weakness, dizziness or headache. Immediate first aid is required. Move victim to
a cool place immediately and cool the worker by any available means. Use ice
and water from a jobsite cooler for example. Elevate the head and shoulders.
Contact medical personnel immediately for this serious medical emergency.

Take frequent breaks as needed. Drink plenty of water.


Heat related illnesses are 100% Preventable.
Understand the need to drink even if you are not thirsty.

The color of Urine tells you how dehydrated you are!

Keep on drinking water


Occupational Health & Hygiene

Take care of your own personal hygiene. Daily baths and


frequent hand washings make a good start.

Wear protective clothing to avoid skin contact with irritant


chemicals and overexposure to the sun.

Wear ear plugs when you are working in a noisy


environment.

Familiarize yourself with basic first-aid treatment and the


location of the first-aid kit.
Environment Protection
There is no disposal of wastes on this site,
only collection and removal.
Be sure and separate the different kinds of
wastes and place it into the proper
receptacles.
Report immediately all fuel, lubricant,
chemical spills or leaks.
Ensure that correct labels are on all
containers.
Keep plant & equipment noise below 85dB
(A)
Dust to be controlled at the source where
possible.
Lube oil must be contained during filling
and draining operations. Spilled lube oil
must be contained and taken to the
approved area for disposal. Waste oil
stored in drums must be stored on pallets
in an approved storage area.
Environment Protection
(Cont.)
Lubricants must be received in
steel drums, or bulk storage tanks
if practical. To the extent possible,
waste lubricants must be returned
to the original containers and a
label indicating that the product is
intended for recycle/disposal will
be applied.
Petroleum based solvents must
be avoided whenever possible
during construction and bio-
degradable cleaners be used
instead.
All construction equipment and
generators must be maintained
well to prevent oil
leakage/spillage.
