Procurement
 Procurement is the acquisition (purchase)
of goods and/or services at the best
possible total cost of ownership, in the
right quantity and quality, at the right time,
in the right place for the direct benefit or
use of governments, corporations, or
individuals, generally via a contract.
Tenders
 Tendering is the traditional method for
obtaining a competitive price for the supply
of goods or services.
 Tendering process is also used in many
instances to sell goods and services
Methods for Tender
 Depending on the nature of the project
and situation on hand, there are three
methods for calling for tenders:
◦ By invitation
◦ By invitation after registration of
interest
◦ Public tenders
Tenders in Indonesia
According to Keppres 16/1994:
 Pelelangan umum  value > Rp. 50.000.000
 Pelelangan terbatas  value > Rp.
50.000.000
 Pemilihan langsung  value >15 – 50 million
 Pengadaan langsung 
- value up to 5 mil  w/o SPK
- 5 – 15 million  w SPK
Advantage of “Pelelangan umum”:
 Large numbers of participants
 Many cost offers for comparison
Disadvantages:
 Participants are not wellknown
 Must be careful

Advantage of “Pelelangan Terbatas”


 Participants are wellknown
 Easier to choose
Disadvantages:
 Participants know each other

Methods of procurement:
 Tenders
 Direct Selection, i.e. choosing a supplier by direct negotiation
by comparing bids from several qualified suppliers
 Direct appointment, i.e. choosing a supplier directly in cases
involving small-scale purchases or single suppliers or urgent
need, subject to approval of ministers or heads of local
government or state-owned enterprises, as appropriate;
 Self-Management, i.e. planning and executing the contract by
the prospective purchaser of the good/services itself using its
own workers, equipment or contract workers.
 All tenders must be completed and winners announced within
a minimum of 36 working days and maximum 45 working days
after the announcement of the tender.

SCOPE OF TENDER
 Scope of a tender may cover:
◦ Supply only of equipment and/or materials
◦ Supply, installation, and commissioning of a
system
◦ Design, supply, installation, and commissioning
of a system (Turnkey)
◦ Build, Own, Operate, and Transfer (BOOT)
 It should be noted that the scope of tender
divides the responsibility of the implementation
of the system between the principal and the
supplier.
AWARD OF CONTRACT
 The principal and the successful tenderer
(bidder) enter into a contract.
 The tender document, along with any
amendments during the bidding process,
will be the basis of the contract.
 A project manager on each side (principal
& tenderer) will be assigned to the
project.
