    A disaster occurs when a hazard impacts human systems in a way that exceeds their ability to cope using their own resources, resulting in human, material, economic or environmental losses that exceed the community's ability to cope using its own resources. A hazard becomes a disaster when it interacts with vulnerable conditions in society to cause harm and losses that exceed local coping capacities. Disasters happen when hazards meet vulnerability.
