ELLs & Changing Demographics in
the United States:

• 12.4% of the U.S. population was foreign born


in 2005
• Over 50% of this population was born in Latin
America
• Between 1990 and 2000, the Hispanic
population in the U.S. increased by 58%
• Colorado is one of 7 states that has a student
population of LEPs that is greater than 100,000
ELL Growth in U.S. Schools:

•Over the last 15 years:


–Total school enrollments have increased by
20%
–ELL enrollments have increased by 150%
–Some states show increases over 200%
–Depending on region, the primary language
of at least 40% of English Language Learners
is is Spanish
Destination States:

States that have had over 200% growth in their


ELL population since 1994 (as determined by the
type of industry these states provide) include…

Colorado, Nevada, Nebraska, Arkansas,


Indiana, Kentucky, Tennessee, Alabama,
Georgia, South Carolina, North Carolina, and

to specific industries

In Colorado:

• Out of 110,500 second language learners,


94,758 are labeled LEP or NEP
• A little more than 10% are in bilingual
programs and the rest are served in ESL
programs
• The large numbers of ELLs entering school
is representative of the population that
districts can anticipate over time
Migrant Students in Colorado (2009):

• Colorado has identified 6,323* migrant


children

• Of the 6,323 migrant children, 1,727


are homeless as defined by the
McKinney Vento Act giving Colorado’s
migrant children a homeless rate of
20.3%

On Graduation Rates:

• The average graduation rate for the


state of Colorado is 75%
• The graduation rates for ELLs and
Migrant students are respectively 53%
and 58%
• The graduation rate for Hispanic
students is 58%

(CELA) :

• CELA results show that majority of the


ELLs in CO are LEP.
• Most NEPs are in Kindergarten and
1st grade since they are just
beginning to learn English
• By 4th grade,most students are
scoring in the 3-4 range

2010 CSAP and ELLs :

• The averages for ELL include all ELL,


from NEP through Monitor status.
• In most cases, FEP Monitor students
averages are higher than the state
averages.
• The point where we see the largest
discrepancy starts in grade 9 and goes
through grade 12 , which is a big change
from the previous 4 years because it
used to start with grade 6.
