What is DGFT

DGFT stands for Director General of Foreign Trade

It is a government organization in India responsible for

the formulation of exim guidelines and principles for


indian importers and indian exporters of the country
 Before 1991, DGFT was known as the Chief Controller of

Imports & Exports (CCI&E).


Objectives of DGFT

It provides a set of guidelines and framework for importers and

exporters wanting to trade in India


DGFT India Foreign Trade enables companies to acquire benefits on

their imports, exports, customs, exports promotion council etc


DGFT India is laying stress on the development of foreign trade in

the country in the recent years


DGFT is responsible for implementing the Foreign Trade Policy or

Exim policy with the main objective of promoting Indian exports.


Functions of DGFT

 To implement the Exim Policy or Foreign Trade Policy of

India
 To Grant Exporter Importer Code Number to Indian

Exporter and Importers


 DGFT permits or regulate Transit of Goods from India or to

countries adjacent to India in accordance with the bilateral


treaties between India and other countries.
 To promote trade with neighboring countries
Functions of DGFT

DGFT also play an important role in controlling DEPB Rates

Setting standard input-output norms is also controlled by

the DGFT
Any changes or formulation or addition of new codes in

ITC-HS Codes are also carried out by DGFT


To grant the permission of free export in Export Policy

Role of DGFT

Effective and wide ranging role as a trade facilitator

It acts as a resource centre for trade information

Acts as a monitoring agency for imports and exports and as a

support organisation for WTO negotiations


Quality complaints of foreign buyers are dealt with and the

input output norms are set


To review the norms every year while the EXIM (export

import) policy is reviewed every 5 years


DIGITAL SIGNATURE

In December 2002, DGFT became India’s first digital signature

enabled agency
All Exim notifications, public notices, and in course of time,

licences issued by DGFT can be electronically transmitted with


digital signature
The exporting community who apply for import/export licences,

Importer Exporter Code (IEC) would now be able to interact with


DGFT on a secured electronic platform which will facilitate
paperless verification, processing and communication.
DEPB applications should be submitted on the DGFT web
site online only with a digital signature signup
DEPB Licence fees should be submitted only through the
EFT (Electronic Fund Transfer) mode
 DEPB Licence fees should be submitted only through the
EFT (Electronic Fund Transfer) mode
Exporters are also being instructed not to mix the EDI
DEPB Shipping bills issued before October 1, 2005 and
non-EDI Shipping bills with such DEPB e-commerce 
offline applications
Application for IEC Number

An application for grant of IEC Code Number need to be made by


the Registered/Head Office of the applicant to the licensing authority
under whose jurisdiction, the registered office in case of company
and Head office in case of others, falls
Application can be submitted manually or online on DGFT web-site
Online application procedure is followed by submission of physical
copy of application
IEC is normally dispatched within two working days of receipt of
application
The applicants who file online application and pay fee by EFT can
view their IEC within hours

Standard Input Output Norms IO Norms SION

Standard Input output norms or SION in short is


standard norms which define the amount of
input/inputs required to manufacture unit of output
for export purpose
Input output norms are applicable for the products
such as electronics, engineering, chemical, food
products including fish and marine products,
handicraft, plastic and leather products
SION is notified by DGFT in the Handbook (Vol.2),
2002-07 and is approved by its Boards of Directors
