Common European Framework of

Reference for Languages: Learning,


Teaching, Assesment (CEFR)

A guideline used to describe achievements of learners of


foreign language across Europe.
Put together by the Council of Europe between 1989 and
1996.
In 2001 a European Council Resolution recommended using
the CEFR to set up systems of validation language ability.
The six reference levels are becoming widly accepted not only
in Europe but around the world.

The CEFR was adopted by the Ministry of Education by Decree 3870 dated
November 2nd, 2006 (article 2,page 1) and ratified by decree 2870 dated July 31st,
2007)
The main purpose of adopting these decrees was to stablish a standar assesment
of foreign language proficiency.

To standardize foreign language programs leading to one common teaching-


learning objective.

The CEFR adoption by the Ministry of Education is fundamental for the “Programa
Nacional de Bilinguismo” long-term project .

WORKSHOP
Gather in groups of 4 .
Each group grabs some blankl paper sheets and randomly take a paper printed
with a letter and a number.
According to the level given (A1, A2, etc.) each group has to write a short
description for each competence.
Share the descriptions made on the poster board with your coworkers.
Compare them with the CEFR assesment grid.
Objective: How accurate your concepts are regarding the CEFR assesment
parameters.
Time Limit: 30 minutes.
