BACKGROUND
Country Scenario
 The Philippines is producing more and better HRH
(Human Resource for Health)
 HRH are enormous but unevenly distributed in the
country
 The Philippines is a major source of health
professionals to other countries
 Leading exporter of nurses to the world
 Second major exporter of physicians
 Large exodus of nurses and physicians (as
nurses) in recent years has been unparalleled in
the migration history of the country
Country Scenario
 In 2012, the DOLE created the NARS (Nurses Assigned in
Rural Service Project) a training cum Deployment Program to
help the unemployed nurses, helping them obtain a certificate work
experience as well as promote health of the people by collaborating
with the government.

 In February 2011 , the RNHeals (Registered Nurses for Health


Enhancement and Local Service) Project was
conceptualized to make essential health goods and social services
available to all Filipinos. This is a training cum deployment project in
collaboration with DSWD, PRC-BON, DILG and PNA.

 In 2014, the Nurse Deployment Project started its first batch


with 10, 000 nurses with assignment giving preference to the
municipalities under the 44 Focus Geographical Areas (FGAs),
Accelerated and Sustainable Anti-Poverty (ASAP), Whole of
Nation Initiative (WNI) and Bottom-Up Budgeting (BUB) projects
DOH DEPLOYMENT PROGRAM
The Department of Health (DOH) Deployment Program is a
composite of several human resources for health that aims to deploy,
community-oriented and dedicated human resources for
health to difficult areas. It utilizes training cum deployment approach
designed for selected registered health professionals and grantees of
DOH led scholarship programs. Notably, the program aims to achieve the
following:
1. Improve access to quality healthcare services;

2. Address the inequitable distribution of healthcare professionals


and augment the need for human resources for health specially in
rural, underserved, hardship communities; and

3. Improve local health systems that will support the country’s


attainment of universal health care or “Kalusugan
Pangkalahatan”.

4. Increase the health workers’ employability through the provision of


learning and development opportunities;
DOH DEPLOYMENT PROGRAM
The DOH deploys among others, doctors, nurses, midwives,
dentists, medical technologists and public health associates through its
component programs namely :

 Doctors to the Barrios Program (DTTBP)

 Universal Health Care (UHC) Deployment Project

 Nurse Deployment Project (NDP)

 Rural Health Midwives Placement Program(RHMPP)

 Dentist Deployment Project (DDP)

 Medical Technologists Deployment Project (MTDP)

 Public Health Associates Deployment Project (PHADP) and

 Medical Pool Placement and Utilization Program (MPPUP)


NURSE DEPLOYMENT
PROJECT
Nurse Deployment Project
One of the projects under the Department of Health (DOH)
Deployment Program that aims to deploy, community-oriented and
dedicated nurses to difficult areas. Notably, the project aims to achieve the
following:

1. Augment the nursing workforce in the Rural Health


Units/Birthing Homes and Barangay Health Stations
thus provide access to health services for the marginalized
population;

2. Provide employment and work experience for nurses in


rural areas and underserved communities and

3. Address the proliferation of the so-called “volunteer nurses


for a fee” (i.e., working in hospitals without being paid, albeit,
they themselves pay the hospital to obtain a certificate of work
experience
Project Description
1. Deployment of registered nurses for the improvement of local
health systems and support to the attainment of Universal
Health Care or Kalusugan Pangkalahatan

2. Nurses shall be hired under contract of services with a position


of Public Health Nurse II. Contract for six 6 months that
can be renewed based on a very satisfactory performance

3. 9,138 -17,000 nurses for January 2019 – December 2019

4. Assignment in priority areas geographically isolated and


disadvantaged areas (GIDA) and other poor
communities in the country; Focus Geographical Areas
(FGA), Accelerated Sustainable Anti-Poverty Program (ASAP),
Whole of Nation Initiative (WNI)

5. After satisfactory completion of the project, the Nurses are


awarded with a Certificate of Completion and
Employment
FUNCTIONS
Functions
Public Health Nurses under the NDP
Focus on assisting PHNs in implementing programs, health
education, and preparation of reports.

1. Conducts regular visits to priority households under the


National Household Targeting System for Poverty Reduction (NHTS-
PR)

2. Prepares health status reports of families based on the NHTS-


PR priority households

3. Plans for appropriate interventions on the identified health concerns


of families under the priority NHTS-PR

4. Assists in the conduct of regular monitoring and evaluation of


various health programs under the NHTS-PR

Focus on assisting PHNs in implementing programs, health
education, and preparation of reports.

5. Assists in the conduct of disease surveillance

6. Maintains Barangay Health Stations

7. Conducts health education and training

8. Assists in the preparation of reports on clinic and community


activities.

Salaries and Benefits

1. Public Health Nurse II - Salary Grade 17 (Php 32,747.00)


-Nurse 1- Salary Grade 11- 18,549
-Current: Nurse 1: Salary Grade 15: ₱30,531
1. Enrollment to PhilHealth Insurance
2. Enrollment to GSIS Personal Group Accident Insurance
3. Local/Regional Trainings (ie, Orientation on Disease Surveillance,
Family Planning Counselling, etc. )
Other Alternative Employment under

 Licensed in any health related profession
 Monthly salary of 27,565.00 – SG 15
 Areas of Assignment - Rural Health Unit

2. Public Health Associates


 Graduate of any 4 year health related courses
 Monthly salary of P21,387.00 – SG 12
 Area of Assignment – Provincial Health Office, Rural Health Unit
Functions

Universal Health Care (UHC) Implementers


Focus on localization of UHC policies and sustainable health financing

1. Localize and develop implementing mechanisms of support policies for


UHC in coordination with the DOH reps and the Municipal Health
Officer (MHO):

RA 10351 (Sin Tax), RA 10354 (RPRH), RA 10606 (Am RA 7875 NHI


Act of 1995), AO 2014-0046 (SDN for UHC), AO 2014-0044
(Installation of HRHMDS)

2. Assist the MHO to enhance and sustain the implementation of


management systems for UHC (governance, information, human
resource, regulations and finance)

UHC Implementers
Focus on localization of UHC policies and sustainable health financing

3. Assist to increase coverage of Philhealth insurance and recommend to


the MHO mechanisms to ensure appropriate allocation and efficient
utilization of capitation funds for health

4. Assist the MHO to ensure relevance of rural health team competence

5. Establish and maintain the SDN referral system, and tracks referrals
Functions
Public Health Associates under the PHADP
Focus on Monitoring & Evaluation mechanisms and ensuring timely and
adequate logistic support for UHC policy and program implementation.

1. Enhance and sustain logistics management systems

2. Assist the MHO/UHC implementer in the installation of effective and


efficient M & E systems for UHC programs

3. Assist in the efficient collection, validation, analysis and evaluation of


UHC program indicators

4. Encode field data into various health info systems


Who May Apply?

1. Licensed of the Professional Regulation Commission (PRC)


Philippines for NDP and UHC Implementers
2. Physically and Mentally Fit
3. Willing to be assigned in remote, depressed municipalities
4. Willing to render community health service
Priority shall also be given to the following:
 Nurses who are graduates of the RNheals program.
 Nurses residing in the localities where the recipient rural health
units or health facilities are located.
Requirements
Documentary requirements to be submitted together with the
application letter:

1. Four (4) copies of Personal Data Sheet

2. Certified True Copy of Diploma

3. Certified True Copy of Transcript of Records

4. Authenticated PRC board rating and authenticated PRC license


(NDP and UHC Implementer)

5. Original copy of NBI Clearance
