DEFINITION OF TERMS

– Occupational - Everything that is related to work,


job source of livelihood or business
– Health – It has to do with our well-being, the
absence of illness both physically and mentally
– Safety – It has to do with accidents and its
prevention. Freedom from accident
– Standards – Basis of comparison, established
criterion, level of excellence.
– Occupational Safety and Health Standards – is
an established minimum requirements or criterion
on working conditions reasonably necessary or
appropriate to protect every working man against
the danger of injury, sickness or death.

INTRODUCTION
Occupational Injuries remain the most appalling
human tragedy of modern industry and one of its
most serious forms of economic waste.
 2 workers killed, 5 others hurt as building collapses in Subic
when the steel frame of the building they were working on
suddenly collapsed after their co-workers had removed a
supporting beam. (The Manila Time Regions, Saturday, January
4, 2003)
 14 junk shop workers hurt in acetylene blast, after four acetylene
tanks exploded inside a junk shop (caused by cigarette spark) –
(Malaya, Wednesday, January 8, 2003)
 Obrero durog sa gumuhong Uniwide na tinitibag (Abante Tonite,
March 6, 2003)
 17 miners rescued, while two others have been missing for five
days now when a mining tunnel collapsed (The Phil. Star,
Tuesday, march 18, 2003)

cases of occupational injuries in calendar year
2000.
 Manufacturing had the largest proportion at
67.8%.

Administration and Enforcement

• Every employer shall give to the Secretary of

 Emergency Hospital – An employer need not put


up an emergency hospital or dental clinic if there is a
hospital of dental clinic which is not more than five(5)
kilometers away or which can be reached by motor
vehicle within twenty-five(25) minutes of travel and
that the employer provides transportation facilities.

 Health Program – The physician engaged by the


employer, in addition to providing medical services in
cases of emergency, must also perform the
following:
– Conduct pre-employment medical examination,
free of charge, for the proper selection of workers
– Conduct free of charge annual physical
examination of the workers
– Collaborate with safety and technical personnel in
the selection and placement of workers, including
investigation of work related accidents due to
exposure to health hazards
– Develop and implement a comprehensive health
program for the employees

The first period is characterized by the adoption


of a reactive policies
 1903 - It was during this period (1903-1913)
when some big establishments provided voluntary
medical treatment to workers suffering from work
injuries and illnesses.
 1908 - Institution of the Employer’s Liability Act
 1927 - Workmen’s Compensation Act No. 3428
was passed

The second period is characterized by the adoption of


proactive measures/policies
 1936 - Commonwealth Act No. 104 was passed called
the First Industrial Safety Law
 1954 - Enactment of Republic Act. No. 1054 – Free
Emergency Medical and Dental Treatment Act.
 1959 - SOPI was organized. Enactment of Republic Act. No.
1054
 1967 - Proclamation NO. 115-A was issued declaring the
year and every year thereafter as SAFETY ACCIDENT
PREVENTION YEAR.
 1974 - Philippine Government issued/promulgated PD 442
(Labor Code of the Philippines)

The second period is characterized by the adoption of


proactive measures/policies
 1975 - The then Ministry of Labor started the program on
accreditation recognizing/accrediting safety training
organization including WSO, SOPI, UPCPH, etc.
 1978 - The “OCCUPATIONAL SAFETY AND HEALTH
STANDARDS” was approved by then Minister of Labor.
 1988 - The OSHC was inaugurated (the first in Southeast
Asia), created per Executive Order No. 307.
