Goals of the ITP

• 3-year training plan for reserve members to


achieve assigned competency(s)
• Helps justify funding for field units (ties
funding to requirements)
• Project budgetary requirements for future
years
• Project school quotas for future years
• Monitor members progress towards
requirements and/or accomplishments

Current Status of the ITP

Automation:
• Developing an interim solution for
automating the ITP using Microsoft
Access (FY11)
• Developing an enterprise wide solution
must go through the Software
Development Lifecycle (SDLC)
Competencies:
• Accuracy of PAL competencies and OSCs
• PAL competencies vs. Unit competencies
Current Status of the ITP (cont)

FY10 data impacted by DWH:


• Qualifications earned during DWH
impacted future c-school requests
• Districts made some assumptions for
members due to mobilization or lack of
response.
Future of the ITP
• Automate the ITP using an existing CG
enterprise system (i.e. Direct Access)
– Member information to be prefilled based on
data in Direct Access, CGBI, etc.
– Provide standardized information in drop down
menus to aide with consistency (e.g. C schools)
• Software Development Lifecycle (SDLC)
– Process in the beginning stages w/CG-6
• Replace Tab 8 of the IDP with the ITP
– Discussions ongoing with CG-133 RE: IDP/ITP
integration

ISSUE

Until Recently the Coast Guard was the…


• Only Armed Service without a Mobilization System
– We were using archaic, antiquated paper systems and
spreadsheets, required field data calls
– There was no uniform way of tracking mobilized resources
– There was duplication of efforts, CG wide
– There was miscommunication amongst CG units
– Reporting was very difficult, no CG system to show where
resources are located.
What Does MRTT Do?

•Advertise/fill requirements through one system


• Unified Means of tracking mobilized resources
• Matches competencies, readiness to requirements
• Tracks where personnel are physically located
• Member and Command notification/approval
• Real time advertisement of requirements
