 Some Why’s on K12 Reform
1. The Philippines is the only remaining
country in Asia with a 10-year pre-
university program.
2. The few, (only 23%) who would proceed
to tertiary education, usually have to
undergo remedial and high school level
classes in colleges and universities.
3. Those who graduate (17%) may not be
recognized as professionals abroad.
4. The majority who do not go to college are too young to
enter the labor force. Thus, they would either be
unemployed or be vulnerable to exploitative labor
practices.
5. Those who may be interested to set up businesses
cannot legally enter into contracts.
6. The Washington Accord prescribes 12 years of basic
education as an entry to recognition of engineering
professionals.
7. The Bologna Accord requires 12 years of education for
university admission and practice of profession in
European countries.
Overview
The K to 12 Program covers Kindergarten and 12 years of basic education (six years of primary
education, four years of Junior High School, and two years of Senior High School [SHS])
to provide sufficient time for mastery of concepts and skills, develop lifelong learners,
prepare graduates for tertiary education, middle-level skills development, employment, and
entrepreneurship.
