TESDA Board promulgated Resolution No. 98-03
● All TVET programs offered by public and private institutions, including programs offered by
enterprised-based training centers, provided that programs that are offered are fee-charging and
open to the public;
● All TVET programs in industrial trades and crafts, agriculture, fishery, services and home
industries
● Apprenticeship programs undertaken by private enterprises shall be authorized on the basis of
existing apprenticeship guidelines. Compliance with apprenticeship guidelines is considered as
having the effect of UTPRAS registration;
● Community-based livelihood-oriented training programs undertaken by
local government units and non-government organizations shall not be
subjected to registration unless prescribed by the TESDA Board
Training Regulations
1. Board Resolution to offer program (signed by the Board Secretary and attested by the
Chairperson: SUCs, LCUs, and Private Institutions)
2. Special Law creating the Institution (for public institution, e.g., Republic Act, Executive Order,
Sanggunian Resolutions)
3. Securities and Exchange Commission (SEC) Registration must specifically cover the training
delivery site (for private institutions only)
4. Articles of Incorporation (for private institutions only). For institution that will branch out, the
Articles of Incorporation & Bylaws must state reasons for opening of the branch. The Board
Resolution signed by majority of the Incorporators must be notarized, received and noted by
SEC
5. Current Certificate of Ownership of building/Contract of Lease (covering at least two years)
6. Current Fire Safety Certificate

6. Similar requirements prior to issuance of government authority to offer Technical and Vocational
Education Programs
Curriculum and Program Delivery
1. List of officials with their qualifications supporting evidences available, such as copies of
certificates, etc. (TESDA-SOP-01-F09)
1. Schedule and breakdown of tuition and other fees (duly signed by the school head indicating the
effectivity of the school year)
2. Documented Grading System, details of which are provided to students/trainees at the start of
their program
3. Entry requirements for the program comply with the relevant training regulations
4. Rules on Attendance
Support Services
1. Health services are available to the students/trainees (if these services are contracted out or out-
sourced, the contract or MOA or similar documents must be submitted)
4. Research that supports the operation of the school is carried-out (e.g. surveys, consultations,
meetings with local industry and community representatives; technical research) – optional.
