What is smart city mission?
SMART CITIES MISSION IS AN URBAN RENEWAL AND
RETROFITTING PROGRAM BY THE GOVERNMENT
OF INDIA WITH A MISSION TO DEVELOP 100 CITIES
ALL OVER THE COUNTRY MAKING THEM CITIZEN
FRIENDLY AND SUSTAINABLE.
Need for smart city?
•P.M MODI BELIEVES THAT, AS THE COUNTRY’S 40 PER
CENT POPULATION LIVES IN CITIES AND IT IS THE
RESPONSIBILITY OF THE GOVERNMENT TO UPLIFT
THEIR STANDARDS OF LIFE. WE CANNOT LEAVE THEM
ON THEIR FATE, HE SAID THAT, THE GOVERNMENT
WANTS TO CONSTANTLY TRY AND FIND OUT HOW THE
SCHEMES OF DEVELOPMENT CAN BE CARRIED OUT
WITH THE COOPERATION AND PARTICIPATION OF
PEOPLE.

SMART CITIES MISSION" WAS LAUNCHED BY PRIME MINISTER
NARENDRA MODI ON JUNE 25, 2015.
•TOTAL 98,000 CRORE
(US$15 BILLION) - APPROVED BY THE INDIAN
CABINET FOR THE DEVELOPMENT OF 100 SMART CITIES AND
REJUVENATION OF 500 OTHERS
•48,000 CRORE
(US$7.5 BILLION) FOR THE SMART CITIES MISSION AND
A TOTAL FUNDING 50,000 CRORE (US$7.8 BILLION) FOR THE ATAL
MISSION FOR REJUVENATION AND URBAN TRANSFORMATION
(AMRUT) HAVE BEEN APPROVED BY THE CABINET.
•IN 2014 UNION BUDGET OF INDIA, FINANCE MINISTER ARUN JIATLY
ALLOCATED 7,016 CRORE (US$1.1 BILLION) FOR THE 150 SMART
CITIES.
•IN2015 UNION BUDGET OF INDIA- ALLOCATED ONLY 143 CRORE
(US$22 MILLION) FOR THE PROJECT.
•ALL INDIA CITY CHALLENGECOMPETITION WILL BE PROVIDED
WITH CENTRAL ASSISTANCE OF 200 CRORE (US$31 MILLION) EACH
DURING THIS FINANCIAL YEAR
•THE ALLOCATIONFOR THE URBAN DEVELOPMENT MINISTRY IN
THE UNION BUDGET FOR 2017-18 IS LIKELY TO BE LITTLE OVER RS
30,000 CRORE
•THE ALLOCATION WILL BE MARGINALLY HIGHER THAN WHAT IT
WAS ALLOCATED IN THE LAST FISCAL. IN 2016-17, THE MINISTRY
GOT RS 28, 819 CRORE IN THE REVISED ESTIMATE.
•THIS WILL BE THE TESTING TIME
FOR ALL THE SCHEMES THAT WE
HAVE LAUNCHED IN THE LAST TWO YEARS. SUCCESS OF THESE
FLAGSHIP PROGRAMMES WILL DEPEND ON HOW STATES
IMPLEMENT THE WORK ON THE GROUND. ANY FUND CRUNCH CAN
HAVE AN ADVERSE IMPACT.

The Process of Selection of Smart Cities
EACH ASPIRING CITY COMPETES FOR SELECTION AS A SMART CITY IN
WHAT IS CALLED A ‘CITY CHALLENGE’.
THERE ARE TWO STAGES IN THE SELECTION PROCESS:
STAGE 1: SHORTLISTING OF CITIES BY STATES
•THE STATE/UT BEGINS WITH SHORTLISTING THE POTENTIAL SMART
CITIES ON THE BASIS OF CONDITIONS PRECEDENT AND SCORING CRITERIA
AND IN ACCORDANCE WITH THE TOTAL NUMBER ALLOCATED TO IT.
•THE FIRST STAGE OF THE COMPETITION WILL BE INTRA-STATE, IN WHICH
CITIES IN THE STATE WILL COMPETE ON THE CONDITIONS PRECEDENT
AND THE SCORING CRITERIA LAID OUT.
•THESE CONDITIONS PRECEDENT HAVE TO BE MET BY THE POTENTIAL
CITIES TO SUCCEED IN THE FIRST ROUND OF COMPETITION AND THE
HIGHEST SCORING POTENTIAL SMART CITIES WILL BE SHORTLISTED AND
RECOMMENDED TO PARTICIPATE IN STAGE 2 OF THE CHALLENGE.
•THEINFORMATION SENT BY THE URBAN LOCAL BODIES IN THE
FORMS HAS TO BE EVALUATED BY THE STATE MISSION DIRECTOR
AND THE EVALUATION PLACED BEFORE THE STATE-LEVEL HIGH
POWERED STEERING COMMITTEE (HPSC) FOR APPROVAL
•THE CITIES EMERGING SUCCESSFUL IN THE FIRST ROUND OF
COMPETITION WILL BE SENT BY THE STATE/UT AS THE
RECOMMENDED SHORTLIST OF SMART CITIES TO MINISTRY OF
URBAN DEVELOPMENT BY THE STIPULATED DATE (TO BE INDICATED
IN THE LETTER TO CHIEF SECRETARIES).
•THESTATE GOVERNMENT HAS TO FILL THE FORM AND SEND WITH
THE RECOMMENDED LIST.
•THE
MINISTRY OF URBAN DEVELOPMENT WILL THEREAFTER
ANNOUNCE THE LIST OF 100 SMART CITIES
Stage 2: The Challenge round for selection
 In this stage of the competition, each of the potential 100 smart cities
prepare their proposals for participation in the ‘City Challenge’.
 This is a crucial stage as each city’s Smart City Proposal (SCP) is
expected to contain the model chosen, whether retrofitting or
redevelopment or greenfield development or a mix thereof, and
additionally include a Pan-City dimension with Smart Solutions.
 The SCP will also outline the consultations held with the city residents
and other stakeholders, how the aspirations are matched with the vision
contained in the SCP and importantly, what is the proposal for financing
of the smart city plan including the revenue model to attract private
participation.
 An evaluation criteria for the SCPs has been worked out by Ministry of
Urban Development based on professional advice and this should act as
guidance to the cities for preparing their proposal.
 The criteria and the documents has to be sent with the application by a
stipulated date, to be indicated by MoUD to the States/UTs, proposals
will be submitted to MoUD for all these 100 cities. These will be
evaluated by a Committee involving a panel of national and
international experts, organizations and institutions
 The winners of the first round of Challenge will be announced by
MoUD.
 Thereafter, while the winning cities start taking action on making their
city smart, those who do not get selected will start work on improving
their SCPs for consideration in the second round.

 100 cities were supposed to be nominated but J&K


and Uttar Pradesh did not use one slot each
 Till now, four lists have been announced wherein
Bhubaneswar topped it.
 The list of 20 smart cities out of the 98 shortlisted for
the “Smart Cities Mission” was released. These 20
cities will be the first to receive funds, thus kick
starting the process of developing them into ‘smart
cities’.
 Bottom up approach has been the key planning
principle
 It will provide central funding of Rs 48000 crore to the
selected cities for improving their infrastructure and
service delivery through application of better
technology and e-governance

 "100 Smart Cities Mission" was launched by Prime Minister


Narendra Modi on June 25, 2015
 'Smart city' is a city equipped with basic infrastructure to
give a decent quality of life, a clean and sustainable
environment through application of some smart solutions
 Creating smart cities would entail development of basic
infrastructure like adequate water supply, electricity supply,
sustainable sanitation and solid waste management
mechanism, efficient urban mobility, affordable housing
and ensuring robust IT connectivity and e-governance.
 In Karnataka, there are 6 smart cities
AMRUT SCHEME

 AMRUT (ATAL MISSION FOR REJUVENATION AND URBAN


TRANSFORMATION) was launched in 24 June 2015 by Prime
Minister Narendra Modi
 Focus to establish infrastructure that could ensure
adequate robust sewerage networks and water supplies
 Union cabinet has renamed Jawaharlal Nehru National
Urban Renewal Mission as AMRUT scheme
 The previous JNNURM scheme worked on components like
treatment of sewage and garbage, augmentation of
water supply, building roads and flyovers, but now also
includes digitization and Wi-Fi zones in cities too.
 A total of 500 cities have been selected, in Karnataka, 27
cities is eligible for funding under AMRUT, which includes
Bangalore also

Need for these schemes:
 promoting better use of scarce resources
 As per estimates, about 25–30 people will migrate every minute to major
Indian cities from rural areas in search of better livelihood and better
lifestyles. With this momentum, about 843 million people are expected to live
in urban areas by 2050. To accommodate this massive urbanization, India
needs to find smarter ways to manage complexities, reduce expenses,
increase efficiency and improve the quality of life
 “Digital India,” has set an ambitious plan to build 100 smart cities across the
country. Modi in his speech quoted, “Cities in the past were built on
riverbanks. They are now built along highways. But in the future, they will be
built based on availability of optical fiber networks and next-generation
infrastructure.”
 Creating Industrial Corridors between India’s big metropolitan cities in India.
These include the Delhi-Mumbai Industrial Corridor, the Chennai-Bangalore
Industrial Corridor and the Bangalore-Mumbai Economic Corridor. It is
hoped that many industrial and commercial centres will be recreated as
“Smart Cities” along these corridors. The Delhi-Mumbai Industrial Corridor
(DMIC), which is spread across six states, seeks to create seven new smart
cities as the nodes of the corridor in its first phase

 Formation of apex committees


To ensure effective implementation of the mission, the
programme was planned to be managed at three levels-
apex committee at the National level, State level High
Powered Steering Committee and Urban Local Bodies. All
three committees conduct time-to-time meetings wherein
state level team submits an annual report of work done so
far, current status and how funds have been allocated.
 Funding
Being a centrally sponsored scheme, the funding assistance
is provided to the extent of 50 per cent of the project cost
in case of cities with a population of fewer than 10 lakh
each and up to one-third in the case of cities with a
population of above 10 lakh each. So far 14 states which
include Jharkhand, Tamil Nadu, Andhra Pradesh, Bihar,
Chattisgarh, Karnataka, Gujarat etc., have received 20 per
cent of the allocated amount under the scheme.
 Implementation
Since AMRUT Mission focuses on the basic infrastructure,
following were the focus areas of the scheme:
 Water supply
 Sewerage facilities
 Storm water drains to reduce flooding
 Pedestrian, public transport facilities, parking spaces, and
 Enhancing amenity value of cities by creating and upgrading
green spaces, parks and recreation centres, especially for
children.

States like Andhra Pradesh and Karnataka are leading the


pack with maximum achievement of targets, Haryana is
lagging behind in several aspects like municipal taxation
system, energy and water auditing, professionalizing municipal
cadre etc. Similarly, Punjab is almost at the bottom of the
table when it comes to Clean India Mission targets while West
Bengal has not yet started its e-governance platform and
water sewage transformation works due to lack of funds.
