(MOEF)

 Consent to Establish / No Objection Certificate (NOC) from State


Pollution Control Board (SPCB)

 CRZ Clearance (if applicable)

 Prior to Start of Operation


 Consent to Operate from State Pollution Control Board (SPCB)

projects, etc.) falling under Category ‘A’

 All Petrochemical Complexes

 Oil & Gas Transportation Pipelines – EC required only if pipelines


passing through National Parks / Sanctuaries / Coral Reefs /
Ecological Sensitive areas including LNG Terminal

 Pre-feasibility Report / Detailed Feasibility Report
 EIA & RA Reports

 Steps involved in obtaining EC


 Submission of Application (Form-I) to MOEF after the identification
of prospective site along with Pre-feasibility Project Report and
proposed Terms of Reference (TOR) for EIA
 Approval of TOR by MOEF (within 60 days of application)
 Award of Baseline Environmental Data Collection Work (in line with
approved TOR) to third party agency (s)
 Preparation of Draft EIA Report (Compilation of baseline Data,
Environmental Impacts Assessment and preparation of EMP in line
with Gazette Notification dated 14th September 2006

 Submission of Draft EIA Report to MOEF
 Participation in Public Hearing (time frame: 45 days)
 Held at close proximity to the site
 Held in each state in case project site is extended beyond one state
 Organised by State Pollution Control Board
 Supervised & Presided by District Magistrate
 Attended by representatives of SPCB, Client and Consultant
 Proceedings are Video graphed and forwarded to MOEF
 Public responses also obtained in writing by SPCB by placing on
their websites the Summary EIA report & Form-I
 Preparation & Submission of Final EIA Report to MOEF after
incorporating all the concerns raised during public hearing or as obtained
in writing

 Presentation to Expert Appraisal Committee constituted by MOEF

 Issue of EC Certificate by MOEF (within 105 days of submission of final

Environmental Clearances from SPCB

 For obtaining ‘Consent to Establish’, Application is


submitted to SPCB along with EIA Report and Project
Feasibility Report

 For obtaining ‘Consent to Operate’, Application is


submitted to SPCB along with Documentary evidences
showing compliance to various conditions of EC &
NOC

 Obtain copy of EC & NOC from the Client

 Validity of EC/NOC to be ensured

 Client to be advised if validity has expired or expected to be expired


during project implementation

 No change in Products Pattern / Process Configuration to be ensured

 Circulate a copy of EC & NOC to all concerned


Divisions/Departments of EIL for Implementation of applicable
clauses in design, engineering, MR/Tender preparation etc.
 Compliance to applicable liquid discharge norms by Environment &
Process

 Compliance to green belt area development by General Civil

 Compliance to Rain Water Harvesting requirements by General Civil &

 Compliance to applicable noise standards by RED, PED, SED,


etc.

 Compliance to oily, solid & hazardous wastes disposal


requirements by Process and Environment

 Compliance to gaseous emissions meeting applicable


standards by Process, POSD, HMTD, Environment, PED, etc.

 Compliance to on-line monitoring requirements for liquid


effluent, air emissions, HC leakages, etc. by Process, POSD,
Environment, Instrumentation, etc.

Various Compliance requirements as indicated above are Generic.


All the Conditions as specified in the EC/NOC shall be followed in Totality
