Interventions for Agricultural Growth :

Design and Strategy of

Rashtriya Krishi Vikas Yojana (RKVY)
• A new generation growth-oriented RDI with new
public policy features

Broad Objective

• The RKVY aims at achieving 4% annual growth in


the agriculture sector by ensuring a holistic
development of Agriculture and allied sectors
District Agriculture Plan (DAP)
• Each District will formulate a Comprehensive
District Agriculture Plan (DAP)
• The DAP will present the vision for agriculture for
the district within overall development
• DAP would present agriculture development plan
in a comprehensive way covering various needs,
financial requirements, and convergences
• DAP to be prepared in a participatory way involving
all stake holders including PRIs
• No district to be ignored
Areas of focus under the RKVY:
• Integrated Development of Food crops, including coarse
cereals, minor millets and pulses
• Agriculture Mechanization
• Soil Health; Promoting Organic and Bio-fertilizers
• Development of Rainfed Farming Systems
• Integrated Pest Management (IPM)
• Market Infrastructure
• Horticulture, Animal Husbandry, Dairying & Fisheries
• Concept-to-Completion Projects with definite time-lines
• Support to Institutions that promote Agriculture and
Horticulture, etc.
• Taking up Innovative Schemes
Implementation
• The State Agriculture Department shall be the
nodal agency for RKVY (An exclusive agency may
also be designated to fast-track).
• The nodal agency is responsible for:
(i) Preparing State Agriculture Plans and District
Agriculture Plans
(ii) Coordinating with departments and
implementing agencies for preparation, appraisal,
implementing, monitoring, and evaluation of
projects.
• Project-Approach:
- Projects to be implemented with a project-
approach (concept to completion)
- A State Level Project Screening Committee (SLPSC)
will screen projects based on DPRs.
- A State Level Sanctioning Committee (SLSC) headed
by the Chief Secretary will sanction, monitor and
evaluate projects.
• Streams: Projects with thrust on:
Production Growth (35%)
Infrastructure & Assets (35%)
Special Schemes (20%) & Flexi Projects(10%)

Strategies/Schems:
1) The district will focus on increase in seed
replacement rate by introducing HYV/hybrid
seeds for both food and cash

2) Soil health will be improved by strengthening soil


testing facilities, micronutrient training, organic
farming, vermin compost, land devt. And
watershed activities with an integrated approach.
