Background:
In multi-sector scenarios, the number of neighboring cells grows with the
cell quantity. If the source cell delivers too many neighboring cells in the
system information block SIB11 or SIB12, the SIB11 or SIB12 length will
exceed 3552 bits, the maximum value specified in 3GPP TS 25.331. In this
case, the RNC automatically discards information of low-priority
neighboring cells.
