Authority (TESDA): Basis for a Proposed
Enhanced Management System

STATEMENT OF THE OBJECTIVES
This research study was designed to identify and describe the
challenges and difficulties encountered by the employees at TESDA Oriental
Mindoro. Upon the analysis and interpretation of data gathered, a valuable
conclusion about their experiences was expected to be formed and
addressed to the involved personas effectively.
In addition to this, this study also sought to achieve the following
objectives:
• 1. Identify the nature and description of work at TESDA Oriental Mindoro;
• 2. Identify the different work-related challenges experienced by its
employees;
• 3. Determine the cause or factors possibly inducing the challenges
identified;
• 4. Formulate a solution for the problem recognized.

SYNTHESIS
To sum it up, the literature and studies expressed that work-
related challenges are inevitable, as it is impossible to have a
workplace where everyone’s roles, expectations, and personalities
work together. The studies also show that work-related challenges
vary from one individual to another, depending on the working
environment and the nature or work description of an employee.
These challenges can affect the employees in either a positive or
negative way; nonetheless, the management should continuously
improve the overall system as it will reflect on the company’s
growth and success.
SYNTHESIS
Based from the literature, management system is a manner which
an organization manages the interrelated parts of its business so as to
achieve its objectives. Several researches relating to different
management systems have been found, such as the Reward
Management System, Performance Management System, Quality
Management System, and Total Quality Management System; and all of
these approaches showed affirmative results. With respect to
abovementioned studies and literatures, the researchers were able to
assess the in depth and significant relation of such to their study.
Moreover, they had paved a way on further discussion as to how the
study will be conducted prior to the new participants.
METHODOLOGY
• This study was designed as a qualitative research and followed
Grounded Theory as the qualitative approach. According to Charmaz
(2009), grounded theory refers to a set of systematic inductive
methods for conducting qualitative research aimed
towards theory development.
• As for the overall strategy to follow and complete the collection,
measurement and analysis of data for the purpose of the research, this
study followed a descriptive research design.
• All proceedings underwent the technique of thematic analysis where
significant categories and themes were identified and presented in
repertory grids for better understanding and effective usage.
METHODOLOGY
• This study was conducted at Technical Education and Skills
Development Authority (TESDA) Oriental Mindoro Provincial Office,
located at Luna Bldg. III, Sta. Maria Village, Calapan City, Oriental
Mindoro.
• Through convenience sampling, the subjects were chosen depending
on their reach or accessibility to the respondents.
• This study was comprised of eight (8) employees working at TESDA
Oriental Mindoro for they are the most likely persons to have first-hand
experiences about the work-related challenges in the said institution,
therefore being the most favorable persons expected to provide
necessary responses and data towards the completion of the study.
METHODOLOGY
• For the success of obtaining information from the samples,
a self-made questionnaire was prepared by the
researchers in a semi-structured design.
• Upon the grant of approval to conduct the study, the
researchers first conversed with some of the employees
whom they knew before with regards to a favorable and
convenient schedule for them. Having an agreement
regarding the schedule, the interview conduct immediately
unveiled and was performed.

• This study utilized thematic analysis in identifying significant categories and
themes from the data gathered during the interview – satisfactorily meeting the
research objectives.

RESULTS
This chapter formally introduces and presents the resulting data from the
procedures performed, entitled to undergo assessments and analyses, aiming to
construct relations and interpretations, with respect to the research objectives.
1. Identify the nature and description of work.

Based on the data gathered, it has been found that one of the work
descriptions at Technical Education and Skills Development (TESDA) Oriental
Mindoro is specialized in technical, whereas it counts as one unit or department
with multiple functions and specific tasks characterized to be involving the use of
machineries, and Information Technology (IT).

CONCLUSION
In view of the foregoing findings, the following
conclusions were drawn:

• The work nature at TESDA Oriental Mindoro can be


classified into three units namely Technical, Operations
and Administrative Management, each of which contains
specific functions and roles performed by the employees
with varied work descriptions.
CONCLUSION
• Work-related challenges encountered by the employees at TESDA
Oriental Mindoro include Demanding Information Access, Complex
Work Process, Work Overload, Overtime, Client Conflict, Difficulty in
Client Provision and Satisfaction, Repetitive Orientation, Critical and
Sensitive Online Data, Difficulty in Contacting Clients, Challenging
Promotion Strategies, Misunderstanding / Lack of Communication
and Demands for Extensive Work Definition which all affect their
performance and the general efficiency and effectiveness of the
organization as it defines that an aspect of their working
environment is currently in a critical state.
CONCLUSION
• Specific factors which include Lack of Personnel, Wide
Scope/Area of Responsibility, Failure to Review and
Abide by the Procedure’s Manual, Unfamiliarity with the
Newly Implemented System, Poor Financial Capacity
are clear to have been the cause for the existence of the
work-related challenges at TESDA Oriental Mindoro and
the elimination of such would probably minimize and
likewise eradicate the said challenges.
CONCLUSION
• Learning from Mistakes, Effective Communication, Work
Delegation, Time Management, Understanding and
Temper Control, Proper Planning and Initiatives for
Service were the measures initially done by the
employees to overcome the work-related challenges and
could be bases for the formulation of a new intervention
resolving the problems, specifically, a proposed
enhanced management system for TESDA Oriental
Mindoro.
RECOMMENDATION
• In accordance with the conclusions and all the proceedings of this
study, the following recommendations are presented.
• Invest more time and effort and study more about the work-related
challenges encountered by employees and the factors that
contribute to such.
• Recommend this study, to all stakeholders who have the capability
to pursue the matter, especially to those involved and affected.
• Continue, broaden and make this study more valuable for knowing
and determining more valid and relevant data and information that
can help other researchers in their study.
RECOMMENDATION
• Provide the solutions required by this study to address
the problem which include:
a. Proposal of an enhanced management system
b. Contribute experiences of team collaboration,
training, and monitoring that motivates employees for
growth and development.
c. Learn to have room for improvement where in
every goal that has been accomplished, the next step is to
pursue and achieve more.
